- In accordance with simplified acquisition regulations the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD), Cancer Diagnosis Program (CDP) intends to procure on a sole-source basis with Princeton University, Department of Molecular Biology, 229 Lewis Thomas Laboratory, Washington Rd., Princeton, NJ 08544 for the integration of the Colon Cancer kNowledge Utility Toolbox (CoCaNUT) into caBIG. The CDP supported the building of data models for a large data set of molecular alterations in colon cancer generated in a program project, P01 CA065930-08. One goal of this project was to develop a comprehensive molecular data characterizing 600 colon cancers. The data includes microarray analysis of gene expression, mutation analysis, array CGH analysis of genomic alterations, microarray-based SNP analysis, DNA methylation analysis and analysis of micro-satellite instability. The investigators have completed analysis of ~500 colon tumors and are analyzing the additional tumors. The investigators are making all of the data available to the research community through the caBIG infrastructure established by NCICB. They collaborated with NCICB staff to build the data models needed to integrate the different types of molecular data and to make it available through an application called CoCaNUT. They have also built analytical tools including viewers for RNA and SNP data and novel tools to analyze LOH and copy number alterations. These tools will be fully integrated into the caBIG framework. This procurement will support three specific development goals to ensure the full integration of the CoCaNUT application into caBIG. They are: 1) Build an interface between caBIG tools and the colon cancer data in CoCaNUT; 2) Adapt and link the analytical tools developed by the PI to the colon cancer data via caBIG; and 3) Build a platform which will allow the integration of data in CoCaNUT with colon cancer data generated by other investigators. The investigators at Princeton University are the only known source to the NCI Researcher that has both the software development capability, the intimate familiarity with the colon cancer data and the expertise required to develop the data modules required for the CoCaNUT database. More critically, they have the large data sets of molecular alterations in colon cancer and are highly motivated to make it available to the research community. No other investigators have comparable data sets. The tasks remaining to make this data openly available to the community are to build the interfaces that will allow the easy linking of the data and the tools for data analysis and to facilitate the integration of their data with other existing colon cancer data. These investigators have the software development capability and knowledge of the colon cancer data models which will allow them to rapidly build interfaces required to complete the project. The investigators have been working closely with NCICB staff to facilitate the integration of the CoCaNUT application into caBIG. They are uniquely positioned to complete this project. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 2PM EDT (local Washington, D.C. time) on September 4, 2007. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
