Description
In accordance with simplified acquisition procedures the National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Cancer Screening Research Branch (ACSRB) plans to procure on a sole source basis services to support the impact evaluation process and focus on the adaptation and implementation of evidence-based interventions, and to understand the contribution of the environment of the Team Up pilot partnership and collaboration to the intervention process from Sloan Kettering Institute for Cancer Research (SKICR), 1275 York Ave., New York, NY 10021. Team Up is a national partnership established in 2003 as a pilot project. It is designed to increase cervical and breast cancer screening among rarely and never screened women. Four national partners -- the American Cancer Society (ACS), Centers for Disease Control and Prevention (CDC), National Cancer Institute (NCI), and United States Department of Agriculture (USDA) -- have been working with their counterparts in six states with high mortality counties: Alabama, Georgia, Kentucky, Missouri, South Carolina, and Tennessee. Team Up focuses on three core elements: 1) Rarely/never screened women as our audience; 2) Evidence-based interventions as our approach; and 3) Partnerships as an overarching strategy. To understand what aspects of the Team Up partnership are effective, a model of community health governance proposed by Lasker and Weiss (L&W) was adopted. The model hypothesizes that partnership functioning is directly related to a specific partnership?s synergy. SKICR shall: 1) Develop Structured and Semi-Structured Questions as they apply to the Team Up project; 2) Develop an Interview Guide to include approved topics and questions to cover as well as special probing question for each key topic; 3) Conduct Interviews with one member of each state team core partner (ACS, CDC, NCI, USDA) and either the Chair and/or Co-chair of each team state; 4) Develop and Maintain Database Files to include state and national partner contact information, evaluation lists, and database of survey findings; and 5) Conduct Data Analysis of interview transcripts, and notes, following principles laid out in grounded theory by coding or indexing key themes that capture the main ideas presented in the interview. Use computer-assisted qualitative data analysis software to facilitate a comprehensive review and synthesis of interview data and to search for concepts and build codes that contribute to the data interpretation. The Contractor shall summarize findings based on coding of data, categorizing concepts and generating descriptive themes. The Contractor shall provide a data summary that represents a synthesis of categories of codes that provides examples of overarching themes. The Contractor shall use interviewee text to illustrate key topics and descriptive themes. All analyses will belong to the NCI.SKICR has a unique expertise and familiarity with the Team Up Project. They have been involved in the project since the process evaluation planning phase which gives them a unique and distinct perspective of the Team Up Project. SKICR are experts in the assessment of the health partnerships and collaboration; development of the theoretical frame work for the operation and assessment of this project which provides partnership synergy. Sloan Kettering Institute for Cancer Research is the only known organization to the NCI Researcher that can provide the required services as detailed above. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 2:20 p.m. EDT, on September 4, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
