Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFK-7-17722 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The purpose of this action is to continue support for three years for the right whale stranding program in Peninsula Valdez, Argentina to enhance comparative studies with stranded North Atlantic right whales. This would include the evaluation of body condition, biological parameters, gross necropsy, and collection of samples for basic and applied research, evidence of disease states or normal health, and cause(s) of mortality or serious injury. Objectives: 1). To enhance the detection of, reporting of and examination of stranded right whales in Peninsula Valdez, Argentina, 2). To standardize the data collected from each stranded right whale using standardized reporting sheets and trained personnel, 3). To collect samples in a systematic manner and to ensure that all samples collected are appropriately labeled, stored and shipped to the appropriate research or diagnostic laboratory, 4). To provide samples as requested by U.S. or other scientists for comparisons or baselines for North Atlantic right whales, 5). To ensure that all activities are conducted under the appropriate permits, 6). To provide data on the animals to the right whale pathology database and collaborative tool such that cases can be searched from NARW or southern right whales and submit cases to the virtual pathology rounds organized by NOAA for discussion when appropriate. Slides submitted for the virtual microscope will be used for education and training purposes, 7). To provide an annual report to NMFS which outlines the trends in strandings, the causes of morbidity or mortality observed, and any health issues that may have arisen in that year. Period of Performance: Start September 30, 2007 and end September 30, 2010. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-18. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
