- The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) ? State of Washington is seeking quotes from qualified providers for a Firm-Fixed Price contract(s) for tree/shrub planting, herbaceous planting, and planting maintenance to establish native vegetation on Wetlands Reserve Program (WRP) easements throughout Skagit and Snohomish Counties in Northwestern Washington State. There are approximately (6) six easements: three (3) needing tree/shrub planting and planting maintenance; one (1) needing herbaceous seeding with maintenance; and two (2) needing maintenance only. Planting maintenance may consist of one or more of the following treatments: application of a suitable herbicide; hand slash; weed-eating; or mowing with mowing deck or brush hog. Projects range in size from approximately 1.0 to 60.0 acres. Planting is scheduled to occur late winter and early spring 2008. Plant stock will vary by project. Maintenance of new plantings will occur following planting in 2008. Protective tubing will be placed and secured around the base of each newly planted seedling. Grass seeding will occur in late spring 2008. Firms responding to this announcement will be evaluated on the following factors: technical capability of the item offered to meet the Government requirement; price; and past performance. Technical capability and past performance, when combined, are approximately equal when compared to price. The solicitation package (RFQ) will be issued electronically at the Federal Business Opportunities website within seven (7) days from the date of this notice. This solicitation is restricted and has been set-aside for small business concerns. The price range is $100,000-$250,000. The North American Industry Classification System (NAICS) Code is 561730. The business size standard for this code is $6.5 million. Offeror must be registered in the Central Contractors Registration (CCR) database and meet complete Online Requirements and Certification Application (ORCA) prior to award. In addition to other factors, bids will be evaluated on the basis of advantages and disadvantages to the Government that might result from making more than one award (multiple awards). It is assumed for the purpose of evaluating bids that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under this solicitation, and individual awards will be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative cost.
