Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number <BIG> AG-0112-S-07-0050</BIG> is issued as a request for quotation (RFQ). (iii) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. The full text of a solicitation provision may be accessed electronically at this address: http://www.acquisition.gov/far/index.html. (iv)This acquisition is set-aside 100% for small business participation. The applicable North American Industry Classification System (NAICS) code for this acquisition is <BIG>561720 </BIG>. The small business size standard is <BIG> $15.0 Million<?BIG> . (v) The purchase order will be a firm fixed price and include a base year and two one-year options. Line items are as follows: CLIN 0001. Base Year: October 1, 2007 through September 30, 2008 (12 months). CLIN 0002. Option Year One: October 1, 2008 through September 30, 2009 (12 months) CLIN 0003 Option Year Two: October 1, 2009 through September 30, 2010 (12 months) (vi) The description of requirements for the items is as follows: The Contractor shall provide all labor, materials, equipment, transportation, supervision and disposal necessary to conduct cleaning of the U.S. Forest Service Petersburg Supervisors Office at 123 Scow Bay Loop Road, in Petersburg, Alaska. The work includes: Five times a week clean restrooms and break room; (1)Restock all restroom supplies (2) Clean and disinfect all restroom floors, surfaces, and fixtures (3)Empty all restroom trash receptacles (4)Wipe off counter and table (5)Empty trash receptacle. Three times a week; (1)Sweep/vacuum carpeted and non-carpeted floors in high traffic areas (2)Spot vacuum/sweep and pickup obvious dirt and debris on low traffic areas of carpeted and non-carpeted floors (3)Wet mop mudroom (4)Spot clean soiled and gummed areas on floors, walls, furniture, banisters, and other horizontal and vertical surfaces throughout the building where evident (5)Wipe clean all glass, door handles and metal surfaces of doors (6)Wipe clean water-fountains with disinfectant and polish (7)Empty and wipe clean smoking receptacles on porches (8)General spot cleaning where necessary (9)Empty solid waste in and adjacent to trashcans, including waste labeled as trash (10)Clean and polish the counter top and glass in the reception area (11)Sweep front and back porches. Once a Week; (1)Dust all reachable horizontal surfaces and vertical surfaces up to 80 inches height from floor or walkway where accessible. Dusting areas include but are not limited to, Venetian blinds, tables, filing cabinets, windowsills, ledges, baseboards, wall hangings, signs, wooden benches, and baseboard heaters. Desks will only be dusted where papers do not cover surface. No computer keyboards will be dusted or cleaned (2) Thorough vacuuming/sweeping of all carpeted and non-carpeted floor areas in both low and high traffic areas (3) Wet mop and clean non-carpeted floors (4) Wipe clean telephone receivers with disinfectant (5) Clean, disinfect and polish sink, countertop and tables located in the break, lunch and conference rooms (6) Dust computer screens with lint free, static free cloth. Once a Month; (1) Dust all photographic and print exhibits in the Administrative Office Building (2) Spot clean all wall surfaces (3)Damp wipe bookcases, windowsills, and window ledges (4)Wash the inside panes of windows (5)Clean all desktops and table tops (6)Clean all light fixtures and areas over doorways and other high surfaces. Semi-Annual; (1)Clean and shampoo carpet. The carpet surface is estimated to be 11,000 square feet (2) Wash the exterior window surfaces (3) Strip and wax all no-wax sheet vinyl floors. (vii) The provision at 52.212-1 Instructions to Offerors-Commercial, applies to this acquisition. (viii) The provision at 52-212-2, Evaluation-Commercial Items, applies to this acquisition. The following text is added to Paragraph (a) of the clause: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Past Experience with janitorial services in institutional and office environments. (2) Price including option years. (3) Price: An offerors price will be evaluated for price reasonableness and realism; to determine if an offerors proposed price is realistic for the work to be performed and if it reflects a clear understanding by the offeror of the RFQ requirements. (ix) The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this solicitation. The contractor shall return a completed copy of these provisions with the quote. (x) The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. (xi) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition.
