- The United States Government, represented by the U.S. Agency for International Development (USAID) Senegal intends to modify the Agricultural Natural Resource Management (Ag/NRM) Contract 685-C-00-03-00008-00 with International Resources Group, 1211 Connecticut Avenue, NW, Suite 700, Washington, DC 20036. The Ag/NRM Program, or Wula Nafaa, contributes to poverty reduction and sustainable local development by increasing the incomes of rural producers and local communities through the empowerment of local governments and the promotion of integrated, decentralized, and participatory resource management. The program employs the Nature, Wealth, and Power paradigm to natural resource management. Emphasis is placed on raising revenues through marketing of natural and non-traditional agriculture products; transferring the rights to manage natural resources from the central to local government; and conserving biodiversity and resources in targeted areas. The program is organized around three main components: economic benefits, rights and responsibilities, and policy. This modification will extend the completion date for two (2) additional months, i.e. from January 7, 2008 to February 29, 2008 to enable completion of all planned activities. USAID/Senegal intends to solicit and negotiate non-competitively with only one source under the authority of FAR 6.302-1(ii)(A)(B). There will be no solicitation documents issued for the proposed action. Therefore, this notice of intent is not a request for competitive proposals. Interested persons may, however, identify their interest and capability to respond to the requirement to submit proposals. The Government will consider all expressions of interest received within fifteen (15) days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract modification based upon responses, if any, to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
