Description
The Department of Health and Human Services (DHHS), Administration for Children and Families, Office of Community Services (OCS) administers, at the Federal level, the Low Income Energy Assistance Program (LIHEAP). As part of its Federal responsibilities for LIHEAP, OCS prepares Congressional reports (including the Annual LIHEAP Report to Congress and the LIHEAP Home Energy Notebook that supplements the Annual LIHEAP Report to Congress. The OCS requires outside expertise to support these activities and intends to negotiate on a sole source basis with APPRISE, Inc., 32 Nassau Street, Suite 200, Princeton, NJ 08542. APPRISE has been justified in accordance with FAR 13.106-1(b) based on its staffs specialized knowledge and technical experience in conducting national LIHEAP studies; working with RECS (Residential Energy Consumption Surveys); designing the RECS LIHEAP Supplemental Survey, conducting LIHEAP performance measurement studies; and providing home energy related data and analysis on all, non-low income, low income, and LIHEAP recipient households. This award will be a follow-on to work APPRISE has performed under preceding OCS contracts for LIHEAP. Award will be made using FAR Subpart 13 Simplified Acquisition procedures. The period of performance is one year from date of award, with two one-year option periods. The cumulative total for the 3 years may not exceed the simplified acquisition threshold ($100,000). The OCS requires a single contractor with specialized knowledge and experience in the following areas: (1) SAS computer programming related to and substantive knowledge of the following Federal household surveys that OCS depends upon for low income household data, i.e. the U.S. Energy Information Administration (EIA) RECS; the U.S. Census Bureaus American Community Survey (ACS); and the Annual Social and Economic Supplement (ASEC) to the Census Bureaus Current Population Survey; (2) Design of LIHEAP supplemental samples for the 2001 and 2005 RECS; (3) Historical, current, and projected low-income and LIHEAP recipient home energy usage, consumption, expenditure, and energy burden for all households, non-low income households, low income households, and LIHEAP recipient households; (4) Current, state-level, population-weighted Heating and Cooling Degree Day data, as developed by the National Weather Services Climate Prediction Center; (5) EIAs state-level, residential energy price data; (6) LIHEAP program guidelines, fiscal data, household data, performance measurement data, and evaluation findings; and (7) Development of an Adobe PDF document that is accessible to persons with disabilities pursuant to the requirements of Section 508 of the Rehabilitation Act. Specifically, the contractor shall prepare the Notebook, provide data updates, and conduct an annual study from among a list of topics when the Government Project Officer selects such a study. Interested parties that can demonstrate the specialized knowledge and experience in the areas of (1) through (7) above may submit a capability statement. Responses of capability are due 15 days after publication of this notice. Review of the capability statements is for the purpose of determining whether to conduct this requirement competitively. A determination by the Government not to compete this requirement following review of responses submitted to this notice is solely within the discretion of the Government.
