Description
The Huntington District Corps of Engineers intends to procure a service contract for Forecast of Coal and Sorbent Materials Traffic Demands for the Ohio River and Great Lakes Navigation Systems. The contract will be broken into two phases. The firs t phase will involve the analysis for the Ohio River System. The second phase will involve the analysis for the Great Lakes Navigation System. The steps involved in each phase will be similar. Continuation into the second phase of work will be contingen t on funding. The purpose of this contract effort is to generate forecasts of utility steam coal, coking coal, industrial coal and sorbent materials (largely limestone and lime used in coal desulfurization) traffic demands for both the Ohio River and Grea t Lakes Navigation systems. The forecasts to be developed will be forecasts of traffic demand, meaning that the forecasts will not consider transportation system constraints. Both the waterway and overland transportation system should be considered to be reliable and efficient and capable of handling future traffic demands. The contract will be a Firm Fixed Price contract and will be competitively negotiated. The contract will be awarded to the Offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors (in des cending order of importance). A. Specialized Experience and Technical Competence; B. Past Performance in Similar Type of Work and C. Professional Qualifications. This announcement is 100% Small Business Set-Aside. The NAICS code for this procurement is 541618, which has a size standard of $6.5 million in average annual receipts. Solicitation documents will be available 4 September 2007.
