- Document Type: Special Notice Solicitation No.: VA-256-07-RP-0185 Classification Code: D NAICS Code: 517910 The Central Arkansas Veterans Healthcare System intends to procure sole source from SVI Healthcare, 1520 West Altorfer Drive, Peoria, Il 61615, to provide and install a video on-demand system that provides on-demand delivery of services to all television outlets at the Little Rock, AR and North Little Rock, AR facilities and interfaces with existing CPRS/VISTA and TEMPO software systems. This procurement will be accomplished using commercial item procedures and conducted in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code is 517910 and the small business size standard is $13.5 million. GENERAL REQUIREMENTS: 1. Contractor shall provide a digital video-on-demand system that provides on-demand delivery service to all television outlets throughout all locations within Little Rock and Building 170 of the North Little Rock campus with all the features listed in this Statement of Work. 2. Contractor shall provide a complete turnkey installation to include all installation tasks and testing of all equipment. Personally ship and install the unit at the facility and run tests to certify it is operational. 3. This system must have the capacity to store a minimum of 200GB of digitized video and the ability for an expanded storage capacity. The system must have the ability to deliver the video through the existing CCTV network. Satellite systems are not acceptable. 4. The system must support a minimum of 4 channels per location for simultaneous use, including a bulletin board channel to all televisions on the cable system. The desired system is one that would allow for additional channels in the future. 5. The system must possess an interface to the existing PBX (facility telephone system). 6. The user interface is through CCTV and a telephone (via PBX telephone system) to reply to screen and voice prompts. 7. In addition to videos being requested on-demand by the end user, the system must have a scheduler and continuous-play feature for pre-determined start times of videos. 8. The system must have the ability to create specific reports to a fax machine, local printer, and/or electronic storage. For example, a report of usage by program title for specified dates, etc. 9. The system must have the ability to conduct satisfaction surveys and testing (including post-test function to measure retention) using the user interface. The surveys shall be developed by VA and the contractor with no additional cost to VA to place these on the system. Results of these surveys and tests shall be available the same way reports are available. 10. The system shall have the ability to print to a TCP/IP network printer, with a networkable laser printer included. The reports shall have the option to print automatically or on-demand and shall contain the following information: what video was viewed, when it was viewed and who viewed it, type of user, and any quiz or survey results. 11. A minimum of (20) commercial educational digitized videos shall be provided by the contractor. The videos must be approved by the VA prior to installation. The videos shall have unlimited usage and not be subject to any additional charges or usage fees. All videos shall be copyrighted and the VA must be given explicit permission to use these videos. 12. The contractor shall accomplish digitizing of VA-owned videos and install them on the system up to the capacity of the system. The system shall include, in addition to the initial digitizing of VA-owned videos, a digital backup copy of the entire video library, and the contractor shall provide an additional 25 hours of video encoding per year. 13. The system shall include an uninterrupted power supply (UPS). 14. The system shall have the ability to interface with the hospital's local area network (LAN) and shall have a proven, working interface to provide automatic patient education documentation through the medical center's computer network that can be accepted by the VA's Computerized Patient Record System (CPRS/VISTA). 15. The system shall also have a proven, working interface to enable video streaming of content on the PC network for on-demand educational activity. 16. Training shall be provided to all appropriate VA staff with dates and times approval by VA and scheduled in advance. Any associated travel costs and per diem expenses shall be included. Training of staff includes accessing reports and managing the systems including uploading local video/digital content. 17. The contract shall include 12 months of unlimited 24/7 technical support and help desk support. Customer support by on-site visit and via phone as needed 18. The contract shall include 12 months of maintenance, service, parts, labor, travel, and software upgrades 19. Centralized computer unit to allow for daily/weekly system programming by designated hospital staff 20. Digital MPEG 1 or 2 format of content 21. Standard Definition and High Definition compatible signal 22. Program content tailored for health education, information, and entertainment options 23. Automatic documentation of all activity on system To the best of our knowledge, SVI Healthcare is the only firm able to meet the requirements of this procurement. This notice is not a request for competitive quotes; however, any firm that can meet the requirements may provide written notification and supporting evidence furnished in sufficient detail to demonstrate their ability to comply with the requirement; to the Contracting Officer with five (5) days from the date of posting of this synopsis. Responses will be examined, however a determination by the VA to compete the proposed procurement based upon responses to this notice is solely within the discretion of the VA.
