Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) plans to procure on a sole source basis in accordance with 13.106-1(b)(1), with the University of Washington, Seattle Cancer Care Alliance, 825 Eastlake Ave East, Seattle, WA 98109, services regarding: Breast MRI Use in Community Practice: Assessment of Delivery, Quality and Outcomes in the Breast Cancer Surveillance Consortium (BCSC). The purpose of this acquisition is to obtain expert investigation into the current state of MRI in the Breast Cancer Surveillance Consortium (BCSC). Recent guidelines have recommended screening breast MRI as an adjunct to mammography in women at particularly high risk for breast cancer. However, there are generally sparse or no data to support the use of breast MRI for other clinical scenarios, such as to guide decision making regarding a suspicious finding on clinical examination or mammography, or to screen women at average or at increased but less than 20% lifetime risk for cancer. In addition, there are limitations and potential harms associated with breast MRI. The use of the BCSC data collection infrastructure and large patient database will allow a unique and important evaluation of the practice of breast MRI in community settings. A small number of data variables regarding MRI use are now collected and recorded in the BCSC database. The formation of a dedicated BCSC working group for the assessment breast MRI and collection of a greater number of variables will greatly enhance the ability to perform a comprehensive and meaningful assessment of the key characteristics of this new technology. The contractor will organize core BCSC personnel and develop the appropriate data variables to optimally evaluate delivery, quality and outcomes of breast MRI in community practice. The contractor will also, in collaboration with the Breast MRI assessment working group, evaluate the currently collected data variables related to breast MRI and develop additional data variables and data collection tools for the 2008 data submission, in collaboration with the Statistical Coordinating Center. The University of Washington, Seattle Cancer Care Alliance has extensive relevant research experience in the use of breast MRI, including participating in a multi-site American College of Radiology Imaging Network study to evaluate the role of MRI in detecting occult cancer, several National Breast Cancer Surveillance Consortium trials, and International Breast Magnetic Resonance Consortium (IBMC)/Cancer Genetics Network pilot high risk screening study. Period of performance shall be for one year from date of award. This notice is not a request for competitive quotation. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EDT, on August 31, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
