- COMPREHENSIVE NUTRIENT MANAGEMENT PLANS (CNMP) STATEMENT OF WORK PART I. GENERAL INFORMATION A. INTRODUCTION The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), seeks the services of qualified individuals/firms to provide planning services for Comprehensive Nutrient Management Plans (CNMPs) in Alabama. The primary goal of a CNMP is to minimize the potential for ground and surface water pollution from manure handling facilities and land application of manure. The CNMP addresses manure and wastewater storage and handling facilities, nutrient management and land application practices, runoff and erosion control practices, animal mortality plans, preventative maintenance plan, emergency response plans, and record keeping. The CNMPs shall be developed following procedures described in this statement of work. These procedures were derived from the National Planning Procedures Handbook (NPPH). The contractor shall work with individual livestock/poultry producers to develop the CNMP plan using a staged, multiyear approach. Progress made by a producer toward preparing and fully implementing a CNMP ? including the investment in facilities, the gathering of information, the management of manure and land application of nutrients, improving skills, and the training of employees ? take place over a period of years. B. SCOPE 1. The work covered by this contract shall consist of the performance of all operations described below in PART II, WORK REQUIREMENTS, necessary to develop CNMPs. Note that these Work Requirements do not include any needed facility design assistance. Producers should be directed to NRCS or other resources for assistance. The contractor may provide design assistance to producers by arrangements outside of the contract. 2. The local NRCS staff will provide the contractor with names, addresses, location maps and aerial photo or photocopy showing the boundaries of the tract(s) where the livestock/poultry manure will be spread along with other maps or essential tools needed that is not readily available through the eFOTG or other sources. NRCS will also inform the contractor of the eligibility of the producer to possibly receive USDA cost shares in the implementation of the CNMP. 3. The contractor shall furnish all personnel, equipment, labor, materials, transportation and space, and perform the work in accordance with these specifications and with the various NRCS manuals, handbooks, and other publications as listed in these specifications. C. DEFINITIONS 1. "Contracting Officer" (CO) as used in these specifications means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated in writing by the Contracting Officer. 2. "District Conservationist" (DC) as used in these specifications means the person who provides technical review of the work submitted by the contractor and advises the Contracting Officer as to the suitability of the submittal. 3. ?Contractor? as used in this document means a person or a business firm who agrees to do a specific piece of work for the government at an agreed price. 4. "Agronomist" as used in these specifications refers to the professional agronomist designated by the contractor as Project Agronomist. 5. ?Producer? as used in these specifications refers to the individual on the livestock/poultry operation who makes the manure management (facilities and nutrient management) decisions. 6. ?NRCS? is the Natural Resources Conservation Service, an agency of the United States Department of Agriculture.
