- Description
- This design/build project will provide repairs and improvements to 33 enlisted and officer housing units at South Finegayan, Guam. The scope of work includes Improvements ? conversion of carports to garages, exterior storage, trash enclosure, concrete roof slabs over new front and rear patios with light fixtures and textured concrete floor, mirrored closet doors, ceramic floors tiles, separate switches for bathroom lights and exhaust fans, ceiling fans with concealed wiring, additional electrical outlets, computer data port/telephone, and upgraded cable TV jacks, electrical generator connection, re-configuration of existing laundry/utility room, refurbishing and removal/ replacement of existing concrete walk and restore ground cover; Repairs will replace worn-out architectural finishes, exterior and interior doors and hardware, windows, closet doors and shelves, bathroom floor and wall finishes, kitchen countertops, plumbing fixtures and accessories, hot and cold water piping, wastes and vent piping, toilet accessories, garbage disposals, range hoods, exhaust fans, door chimes, power panels, wiring devices, light fixture and smoke detectors; Additional scope of work includes painting, removal and disposal of hazardous material, on-site encapsulation of chlordane-contaminated soils, clean-up, and related miscellaneous work. Whole site improvement includes landscaping and cluster mailboxes. This project is being solicited as a Competitive HubZone Set-Aside and is limited to HubZone firms certified for participation in the HubZone Program. All other firms are deemed ineligible to submit offers. The North American Industry Classification System (NAICS) Code is 236118. Acquisition will be conducted utilizing source selection procedures and will result in contact award to be the most advantageous to the Government considering Price and Technical evaluation factors. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The solicitation will be issued on or about 04 September 2007. Proposals will be due on or about 19 October 2007 at NAVFAC Marianas at the time specified in the solicitation. A pre-proposal conference and site visit is planned on or about 18 September 2007, although more specific information regarding the conference will be included in the solicitation. The solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and planholders must register as planholders on the website. The official planholder's list will be maintained on and can be printed from the websites. The Government will NOT provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendments to the solicitation will only be made on the ESOL website for any posted changes. It is the sole responsibility of the offeror to continually view the websites for any amendments issued to the solicitation.
