- The Naval Air Warfare Center Weapons Division is releasing a Broad Agency Announcement (BAA) to solicit applied research and advanced technology demonstration proposals for the development and flight demonstration of an advanced Multi-Mode Sensor (MMSS) that contains an eye-safe LADAR (Laser Radar) augmented with complementary Electro-Optical (EO) and Mid-Wave Infrared (MWIR) sensors, suitable for VTUAV. It is anticipated that up to $15.0M over five years will be available for this solicitation, subject to approval of appropriations. The program seeks to demonstrate advanced technology for an MMSS to support Vertical Take-off and Landing Unmanned Aerial Vehicle (VTUAV) Intelligence, Surveillance, Reconnaissance, and Targeting (ISRT) missions in the littoral combat environment. The flight demonstration model should significantly improve upon current system performance suitable to a technology readiness level (TRL) of 7 within 60 months. TRL 7 for this program is defined as a flight demonstration of the MMSS aboard a helicopter in the littoral environment. The MMSS flight demonstration model shall be suitable for flight testing on a small helicopter to be determined and supplied by the government team at a later date. The final configuration shall be technically suitable for transition into the System Development and Demonstration (SDD) program acquisition phase. The MMSS system shall be defined as all the components, sub-components, and auxiliary equipment necessary to operate in accordance with specifications found in the BAA, except for electrical power equipment. The use of advanced eye safe LADAR technology is highly encouraged. The desired technical effort should consist of conceptual, preliminary, and detailed design, fabrication, testing, and flight demonstration support. It is possible that individual offerors will not have the complete skills to successfully execute the program in its entirety. Therefore, business-to-business or business-to-academia coordination or partnerships are highly encouraged to improve analysis, design, and testing capabilities as well as pre-production design and planning. This publication is for a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). A formal Request for Proposals (RFP), solicitation, and/or additional information regarding this announcement will not be issued. The Naval Air Warfare Center Weapons Division (NAWCWD) will not issue paper copies of this announcement. NAWCWD reserves the right to select for award all, some or none of the proposals in response to this announcement. NAWCWD reserves the right to fund all, some or none of the proposals received under this BAA. NAWCWD provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. Awards will be in the form of contracts. Therefore, proposals submitted as a result of this announcement will fall under the purview of the Federal Acquisition Regulations (FAR).
