Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with St. Jude Medical, S.C. Inc., 1350 Energy Lane, Suite 110 Saint Paul, MN 55108-5254 as the only responsible source that can provide Brand Name Only EnSite Cardiac Mapping System, model EE3000, including DWS3 display workstation, patient interface unit, one year Assurance Plus Warranty, Version 6.0 software, Fractional Mapping Tool, EnSite Connect Remote Technical Support, and EnSite Verismo Segmentation tool. The requirement is for two (2) EPA Approved cardiac mapping systems capable of being legally delivered for medical applications in the United States for treating RVOT tachycardia, arterial tachycardia/fibrillation, pulmonary vein mapping, and arterial mapping. The product must be capable of accepting any manufacturers diagnostic and interventional catheters. The product must interface with MRI and CT imaging systems. The system must be capable of use with multiple ablation sources including cooled and conventional radiotherapy, cryoablation, and ultrasound. The system must be upgradeable without replacement of the system hardware. In addition to the minimum requirements listed above, the required EnSite system allows for one-heartbeat mapping for non-tolerated and non-sustained arrhythmias, has the ability to perform contact and non-contact three dimensional mapping of cardiac arrhythmias, and also allows for fractionated electrogram mapping and multi-electrode mapping providing the use of up to twelve catheters at once. Based on the above information, the only technically acceptable Cardiac Mapping System is the Brand Name Only EnSite System provided by St. Jude Medical. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339113 with a Small Business Size Standard of 500 Employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Richard Taylor at richard.taylor@med.navy.mil. Statements are due by 1200 (12:00 PM) Eastern Time 27 AUG 07. No phone calls accepted.
