Description

This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ072045 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-17. NAICS code 327390; small business size standard of 500 employees. This procurement is set aside for small business concerns. This will be a firm fixed-price contract for the Bureau of Land Management for the supply and delivery of 1) 1- 45 foot pre-cast concrete 3 sided box culvert, 10 feet span by 6 feet high; 2) 2 - Pre-cast concrete footings (one for each side), 2 feet thick. TECHNICAL SPECIFICATIONS: 1) Loading Live Load: HS-25-44 Truck, U-80 Overload vehicle; 2) Design Soil Properties: a) Allowable Bearing Capacity: 3500 psf. b) Native soil unit weight (moist): 110 pcf. c) Base friction factor: 0.30; 3) Concrete-compressive strength 4,000 p.s.i. @ 28 days; 4) Reinforcing Steel - ASTM A 615, A 616 minimum yield strength 60,000 p.s.i.; 5) Welded Wire Fabric - ASTM A 185, A 497 minimum yield strength 65,000 p.s.i.; 6) The weight of each section shall not exceed 20,000 lbs. SHIPPING AND DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) Delivery shall be standard commercial practice and in a manner that will insure arrival at destination in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate F.O.B. to the BLM, Merlin Road Maintenance Yard located approximately 3 miles west of Merlin, OR, at 2199 Galice Road Merlin, Oregon. Delivery shall be made between 8:00 a.m. and 4:00 p.m., Monday through Thursday, holidays excluded (contractor shall unload all items); provide a minimum notification of delivery two weeks in advance, so the Government can arrange to have a crane on site to unload the structure. 2) Acceptance - Final inspection and acceptance of supplies will be made by the Government at the place of delivery. FAR Clause 52.212 2, EVALUATION FACTORS FOR AWARD - the following factors shall be used to evaluate quotes: 1) Award will be on an all or none basis to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. Delivery time is 21 calendar days from date of award. QUOTATIONS SHALL INCLUDE: 1) Price for each item, including descriptive literature or other documentation verifying compliance with the specifications; 2) FAR provision 52.212-3 Offeror Representations and Certifications-- Commercial Items. 3) Quoters shall submit signed and dated quotes on letterhead stationary.
