Description
INDEFINITE DELIVERY INDEFINITE QUANTITY (IDIQ) CONTRACT MULTI-DISCIPLINED A-E SERVICES IN SUPPORT OF THE MISSILE DEFENSE AGENCY (MDA) AND OTHER U.S. MILITARY PROJECTS ANNOUNCEMENT: W912GB-07-R-0028 AMENDMENT 0001 The purpose of this amendment 0001 to the original announcement W912GB-07-R-0028 is to respond to questions received to date. In addition, the due date for submissions is extended from 24 August 2007 to 30 August 2007 no later than 1600 Central European T ime (Summer). Project: Multi-disciplined A-E services are required from initial site investigation through engineering support services during construction for various U.S. military projects primarily within the U.S. Army Corps of Engineers, Europe District Area of Res ponsibility (AOR), but may also include projects anywhere in USEUCOM or other locations in which U.S. Forces Europe have a mission. Question: 1) One additional question on Announcement W912GB 07 R 0028  MDA. Under Criterion B. Professional Qualifications, the Key Discipline Project Manager is followed by (Architect/Engineer). Is this meant to limit all project managers on this anno uncement to those that are Architects or Engineers? Answer: 1) The intent of the words (Architect/Engineer) was to make sure that the person called Project Manager was a professional (degreed), experienced individual. Note that the word engineer includes environmental engineers, geologists, hydrogeologi sts, etc. Question: 2) The subject announcement requires offerors to include ALL recent ACASS evaluations (past three (3) years) in Section H of the SF 330 submittal. We have received more than 200 evaluations for the required 3-year period, which will be a substan tial volume of material to include in Section H. Do you really want all evaluations, or perhaps a summary table of the ratings? Answer: 2) We want a summary only. We do NOT require the actual evaluations. Question: 3) From the FBO announcement, it is unclear what the general percentage of work on this contract will be for the broad categories of (a) construction oversight services, (b) environmental support services, and (c) facility design services. Can you provide any breakdown on the expected dollar composition of these (or any additional areas) on this announcement? Answer: 3) No specific breakdown of the anticipated services is known at this time. Question: 4) Even though Europe, the USEUCOM AOR, Japan, the NATO AOR, and Arabian Gulf regions are mentioned, can you provide any additional information about where most of the work will occur? Answer: 4) You are misreading the announcement. This is a sentence taken directly from the A-E section of the Federal Acquiaition Regulations. Japan, NATO AOR and Arabian Gulf Regions are stated after the sentence - Some Task Orders may mandate that the required services be accomplished by a U.S. firm or joint venture (i.e&for example) It is anticipated that most of the work will occur in Europe, but may occur in other locations where U.S. Forces Europe have a mission. Question: 5) The announcement states that some task orders may mandate that the required services be accomplished by a US firm or joint venture and also states that non-US firms that submit qualification statements must demonstrate that they have a teamin g arrangement with a U.S. firm that would satisfy this requirement. Please verify that joint venture prime contractor arrangement that consists of a U.S. firm and a foreign firm will satisfy this requirement, as long as the JV can demonstrate that the U.S . firm will be the only entity that accomplishes these special task orders that require US-only preparation. Answer: 5) It is intended that all teams submitting have either a US/Host Nation joint venture arrangement or a US prime. Question: 6) Because this work will be accomplished for the Missile Defense Agency by the Europe District, are there any specific requirements for the offerors to document compliance and approvals with regulations from the Bureau of Industry and Security from the U.S. Department of Commerce for export compliance? Answer: 6) There are no specific export compliance requirements, but offerers must comply with Federal statutes and mandates that apply. Question: 7) The FBO announcement addresses that some of the services required may be topographical mapping services. This is a very broad term. Could you clarify whether this denotes the creation of maps from no data or the manipulation of existing top ographic or GIS data? Answer: 7) The requirement for topographic mapping services may include either new data or manipulation of existing data in GIS. Question: 8) The FBO announcement addresses that some of the services required may be environmental documentation. This is also very broad term. We are assuming that this refers to a broad range of environmental services such as pollution prevention pla ns, potential NEPA documentation, remedial investigations, feasibility studies, etc. Please verify and/or clarify. Answer: 8) The environmental work anticipated is of a standard associated with the kind of construction expected. This would include such things as soils testing, environmental assessments, pollution prevention plans and so forth. Nothing extraordinary is expected in the response to this announcement. Question: 9) The FBO announcement addresses that some of the services required may be programmatic support services. We are assuming that this refers to all the activities that determine the scope, cost, and priority of future construction work in suppo rt of the Missile Defense Agency. Please verify and/or clarify. Answer: 9) The assumption made by the offeror is correct. SUBMISSION REQUIREMENTS: Firms that have the capability to perform this work are invited to submit one (1) hard copy of Standard Form 330 to include the prime firm, consultants, subcontractors, and joint ventures to the address below not later than 1600 C entral Daylight European Time on the 30th August 2007.
