Description
Notice of Intent to Award Sole Source Procurement. Department of Homeland Security (DHS) Office of Science and Technology (S&T) Directorate intends to issue four (4) sole source purchase orders, within the simplified acquisition threshold, by other than Full and Open Competition, in accordance with FAR Subpart 6.302-1, to provide DHS Transportation Security Laboratory (TSL) with Cert-Test Workstation system development, to the following vendors: Analogic Corporation; 8 Centennial Drive; Peabody, MA 01960. Reveal Imaging Technologies, Incorporated; 201 Burlington Road; Bedford, MA 01730. L-3 Communications Security and Detection Systems, Incorporated; 10E Commerce Way; Woburn, MA 01801. General Electric Company; GE Homeland Protection, Incorporated; 7151 Gateway Boulevard; Newark, CA 94560. This notice is not a request for competitive proposals. Thus, this is not a formal solicitation. This is not considered a Request for Quotation (RFQ) or Request for Proposal (RFP). A determination not to compete this proposed procurement was made because the above listed vendors are the only responsible sources and no other supplies or services will satisfy agency requirements. Furthermore, only the above listed sources exist for each of the explosives detection system (EDS) designs that DHS S&T / Transportation Security Administration (TSA) certified. Only the four manufacturers listed have submitted equipment that passed a certification test in response to an open solicitation published in the Federal Register Vol. 57, No. 214, Notice # 92-16, Docket 27026, Nov 4, 1992, Criteria for Certification of Explosives Detection Systems as Defined under 14 CFR 108.20 and 49 U.S.C. 44913. Therefore, only four manufacturers possess certified EDS equipment for checked baggage that DHS S&T has laboratory-certified. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than 3:00 P.M. EST, 23 August 2007, via email, to the above listed Contracting Officer and Contract Specialist.
