- It is the intent of the National Library of Medicine (NLM) to procure professional services from Texas Tech University on a sole source basis. Period of Performance: September 1, 2007 - August 31, 2007 Proposed Work Professional services are required over a 12-month period to develop algorithms for (1) high-fidelity and high-performance compression and decompression of biomedical images that are compatible with emerging standards for Web imaging and for (2) Content-Based Image Retrieval of digitized uterine cervix images. The capabilities created in (1) are expected to be used for abroad range of applications and image types for public image delivery by NLM. The capabilities created in (2) are expected to provide significant advances to NLM R&D systems for the retrieval of uterine cervix images containing pathological tissue regions of importance to oncologist researchers. For (1) the compression/decompression algorithms shall build upon the previously-developed NLM algorithm and implementation, ?TTC v5.0?, which is based upon the Hybrid Vector-Scalar Quantization/Backward-Coded Wavelet Transform (HVSQ/BCWT) compression/decompression method. The required work shall (a) incorporate a new scheme of memory management for the Discrete Wavele Transform (DWT) in order to achieve an order of magnitude reduction in memory usage in the overall compression process; (b) build upon the experimental TTC v5.0 region-of-interest (ROI) compression and decompression capability to provide robust retrieval of compressed data specified by ROI both in the local and clien/server modes; and to provide specific capabilities that exploit the use of ROI compression/decompression for the panning and zooming of large images; ?) structure the algorihms and implementations compatility wih the Internet Imaging Protocol (IIP), in order to achieve usability through an emerging standard for Web imaging; and (d) conduct preliminary studies on ?transcoding? between TTC and JPEG2000, so that, for example, a user having only a JPEG2000 decoder would be able to decode and use the TTC-compressed images. All work for (1) shall build upon and preserve the three-tier modualr structure of TTC v5.0. For (2) the algorithms developed shall include two categories, as follows: (a) algorithms to extend work in texture characterization of the uterine cervix images, which shall build upon previous NLM work that computes texture parameters for mosiac and punctuated regions; and (b) new algorithms to characterize tissue regions in the uterine cervix by size and relative geometric relationships. These algorithms shall be implemented to operate compabily with existing NLM CBIR programs for uterine cervix retrieval. Please contact me via email to obtain the full statement of work.
