- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) plans to procure on a sole source basis with The University of Missouri Research Reactor Center, University of Missouri-Columbia, Columbia, MO 65211-3400 to obtain data on toenail trace element concentrations subjects from the FINBAR study, measuring selenium, iron, zinc, mercury, chromium, cobalt, scandium and cerium in these samples. The Nutritional Epidemiology Branch (NEB) conducts intramural research in the areas of nutrition and cancer, genetics and cancer, and cancer prevention. The Nutritional Epidemiology Branch, Division of Cancer Epidemiology and Genetics, NCI is currently examining the hypothesis that differences in element status are associated with the different risks of esophageal adenocarcinoma. The FINBAR case-control study offers a study with appropriate biological samples for the assessment of element status. This study recruited subjects with esophageal adenocarcinoma, Barrett?s esophagus, gastroesophageal reflux disease, and normal subjects and collected questionnaire data and biological samples, including toenails. Toenails can be used to determine trace element status 8 months to >1 year prior to collection and thus provide a meaningful estimate for use in epidemiologic studies. The contractor shall measure toenail element concentrations in 655 subjects to assess the association between trace elements and the risk of esophageal adenocarcinoma. The period of performance shall be for one year from date of award. The FINBAR study provides one of the only analytical epidemiologic studies of esophageal adenocarcinoma that collected an appropriate biological sample for the estimation of elements status, namely toenails. These nails provide a valuable and one of the only valid methods of estimating element status prior to diagnosis in cross-sectional case-control studies. The University of Missouri Research Reactor has provided similar services to other research groups wishing to measure nail element content in epidemiologic studies. Using Neutron Activation Analysis, The University of Missouri can determine the concentrations of the full suite of elements from the existing toenail sample without destroying the nails. Other methods, such as atomic absorption or inductively coupled plasma mass spectroscopy, can only measure single elements or require that the sample be destroyed. The services provided by the Missouri Research Reactor have previously been demonstrated to provide accurate and valid measurements acceptable for publication in the peer reviewed literature The supplies and services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13. The North American Industry Classification System code is 541380 and the business size standard is $11M. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM ET, on August 30, 2007.
