Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis in accordance with 13.106-(b)(1) with Medical Research Council, PROMEC Unit, Fransie van Zijl Drive, Parow, Cape Town, South Africa; services to measure the levels of fumonisin B1 in 558 human nail samples. The Division of Cancer Epidemiology and Genetics (DCEG) conducts intramural research in the areas of environmental exposures and cancer, genetics and cancer, and cancer prevention. The Hormonal and Reproductive Epidemiology Branch (HREB) of DCEG is currently examining the hypothesis that exposure to the mycotoxin fumonsin is associated with increased risk of HCC. The contractor shall examine the relationship between fumonisin B1 and HCC in the high-rate area of Haimen City, China. A prospective study of HCC has been ongoing in the area for many years. Stored nail specimens, collected at the time of study enrollment, are available. Approximately 500 total HCCs have developed in the cohort. To determine whether fumonisin B1 was present in the population, 100 specimens were previously examined. Levels of fumonisin B1 were higher in Haimen City than they were in the Linxian population in which the relationship with liver cancer was detected. HREB will provide previously collected nail samples from a prospective study of HCC in Haimen, China. All samples will be blinded and have a pre-selected number for the order of analysis. The period of performance shall be for one year from date of award. The PROMEC unit of the South African Medical Research Council originally discovered the fungal toxin fumonisin B1 over 20 years ago. They are the premier laboratory in the world for analysis of fumonisin B1. PROMEC is the only laboratory in the world, known to HREB, to analyze human nails for fumonisin B1. Recently the PROMEC laboratory conducted a pilot study of nail samples from the population which will be examined in the HCC study. The pilot study reported that levels of fumonisin were detectable at high levels than they were in other areas of the world. To maintain continuity in an on-going research project and avoid introducing new variables into the project, it is of critical importance that the procedures be conducted in the same laboratory so that there is no intra-laboratory variation or interpretation of the results. The larger, parent study, requires that data be consistent with the original purchase. The North American Industry Classification System code is 541380 and the business size standard is $11M. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM ET, on August 30, 2007.
