- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) located in Miami, Fl intends to establish a fixed price purchase order for weekly ground surveys for stranded sea turtles from west of Johnson Bayou near the Texas border to the Camron Jetty in Louisiana on a sole source basis from McNeese State University (MSU), Lake Charles, LA based on the following: 1) MSU is the only entity in the western portion of the Louisiana state that is authorized to respond to sea turtle strandings and holds the only permit in this area to handle and collect samples from endangered and threatened sea turtle species, as is required by the Endangered Species Act of 1973; 2) The proposed action is for continuation and improvement of part of the existing stranding network, which has been operating for a number of years; Anticipated performance period is date of award through August 31, 2008. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Written documentation of firms authorization to respond to sea turtle strandings in western Louisiana; 2) Written documentation of firms permit to handle and collect samples from endangered and threatened sea turtle species; 3) Demonstrated past experience in completion of work that is similar or the same as that described herein. The applicable NAICS code is 541712. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
