- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR)12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued Solicitation number is AG-4101-B-07-0007 is issued as a Request for Quotation and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-18. This is a small business set aside with a business size of $2 million. The associated NAICS code is 541690. The provisions at FAR 52.212-1 and FAR 52.212-2 apply to this solicitation. The Department of Agriculture, Natural Resources Conservation Service, Alabama State Office intends to award a Blanket Purchase Agreement (BPA) for each geographical region (defined below) within the state to provide planning services for Comprehensive Nutrient Management Plans (CNMPs). The four geographical regions within the state of Alabama are as follows: 1.) Central Region - Randolph, Clay, Talladega, Tuscaloosa, Pickens, Walker, and Fayette Counties, 2.) Southeast Region ? Coffee, Dale, Geneva, Pike, Crenshaw, Covington, Montgomery, Barbour, Geneva, Lowndes, and Butler Counties, 3.) Northwest Region ? Franklin, Lawrence, Colbert, Marion, Winston, Morgan, and Cullman Counties, and 4) Northeast Region ? DeKalb, Marshall, Jackson, Etowah, Blount, Cleburne, and St. Clair Counties. A minimum of four (4) awards are anticipated; one for each region. Contractors may propose on any or all regions; however, offerors must have the capability to perform in those regions. A separate proposal is required for each region and each proposal must be clearly labeled with the appropriate region in order to be considered. A BPA does not obligate the Government to order or the contractor to furnish any articles of any quantity except to the extent that may be agreed upon in connection with individual orders. Services are being sought for a base period of one year; with the option to extend for two additional, one-year periods. The preferred method of payment is the Government purchase card. The primary goal of a CNMP is to minimize the potential for ground and surface water pollution from manure handling facilities and land application of manure. The CNMP addresses manure and wastewater storage and handling facilities, nutrient management and land application practices, runoff and erosion control practices, animal mortality plans, preventative maintenance plan, emergency response plans, and record keeping in accordance with the attached general Statement of Work. Orders, which will be awarded under the Blanket Purchase Agreements, will specify additional requirements. Contractors must be a Certified Crop Advisor, Certified Professional Agronomist, or an NRCS Certified Conservation Planner with specialization in Nutrient Management and have completed NRCS National Employee Development Courses: Conservation Planning Course, Nutrient Management track of the Nutrient and Pest Management Considerations in Conservation Planning, Introduction to Water Quality, and Animal Waste Management-Primer and Animal Waste Management Level 2. In accordance with Federal Acquisition Regulation 52.212-2, Evaluation ? Commercial Items, the following factors will be used to evaluate offers: 1.) Technical Capability: the offeror?s technical capability to meet the Government?s requirement and demonstrated competency; and 2.) Past Performance: The offeror?s performance on similar previous projects within the past 3 years. Technical and past performance factors, when combined, are equal in importance to price. A firm fixed price for a completed Comprehensive Nutrient Management Plan must be submitted for each of the following line items to be considered for award: Item 001 -base year, price per each CNMP; Item 002 ?Option Year One, price per each CNMP; and Item 003 -Option Year Two, price per each CNMP. For planning purposes only, the Government estimates between 30 and 40 sites for the base year and each option year; however, the estimate and exercise of the options may vary depending on programming and funds availability and does not obligate the government to order any minimum quantity, except as agreed in individual orders. Interested vendors should reply in writing to the Contracting Officer listed below no later than September 19, 2007 at 2:00 P.M. (Central Time). Submission in response to this solicitation must include the following: (1) State the geographical region in Alabama for which you are submitting a proposal; (2) Submit documentation as a: Certified Crop Advisor, Certified Professional Agronomist, or an NRCS Certified Conservation Planner with specialization in Nutrient Management; (3) Submit certificates of completion of NRCS National Employee Development Courses; Conservation Planning Course, Nutrient Management track of the Nutrient and Pest Management Considerations in Conservation Planning, Introduction to Water Quality, Animal Waste Management-Primer and Animal Waste Management Level 2; (4) Provide documentation of other relative courses, training, seminars, workshops, certifications or related experience which would demonstrate knowledge or expertise in how livestock/poultry and manure management systems operate; [A list of the required knowledge, skills and abilities can be found in NRCS Alabama conservation planning policy (General Manual Title 180, Part 409, and Alabama Supplement Number 3, dated Jan. 2003) located at ftp://ftp-fc.sc.egov.usda.gov/AL/pdf/es/180-409-Sup3_01-03.pdf or www.al.nrcs.usda.gov]; (5) Provide a minimum of five references who can provide past performance information relating to CNMPs. The information should include the company name, point of contact, address, telephone number, and email address, if available; (6) Be registered as a Technical Service Provider on the national web site located at http://techreg.usda.gov ; and (7) Submit your firm?s fixed price quote for a Comprehensive Nutrient Management Plan (CNMP), inclusive of all labor, materials, equipment, travel, etc. for the base and option years as follows: Item 001 $_____ each (2007-2008, base year); Item 002 $_____ each (2008-2009, First Option Year); and Item 003 $_____ each (2009-2010, Second Option Year). Contractors selected for award must attend a one day NRCS CNMP briefing. The date and location will be planned with the contractor. Offers must be complete and clearly labeled with the appropriate region and solicitation number to be evaluated. Incomplete submissions may not be considered. Contractors are required (FAR 4.1) to register in the Central Contractor Registration (CCR) database located at http://www.ccr.gov and to complete and updated electronic representations and certifications, at least annually, (FAR 4.1201) at ORCA, http://orca.bpn.gov to be considered for award. Failure to register by close of business on the third day after notification of a possible award by the Contracting Officer may cause rejection of your offer.
