Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Supart 12.6 as supplemented with additional information included in this notice. The solication identified as AG-435H-S-07-0019 is issued as a Request for Quotations using simplified acquisition procedures. This announcement constitutes the only solicitation; offers are being requested and no written solicitation will be issued. Quotes will be accepted only from vendors located in Georgia, Alabama, Florida, and South Carolina. Vendors should be prepared to begin work September 4, 2007. DESCRIPTION OF REQUIREMENT: The Oconee National Forest has an urgent requirement for rental of logging equipment with operators for Southern Pine Beetle suppression in Greene, Jasper, Jones, Monroe, Putnam, Oconee, Morgan, and Oglethorpe Counties, Georgia. The equipment will be used to shear and fell trees to prevent the spread of the Southern Pine Beetle. Contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, supplies and perform all work required to cut pine trees infested with Southern Pine Beetle (SPB) with tree felling equipment on National Forest land. The tractor must have a felling head (shear or saw) capable of cutting trees up to 20 inches dbh and capable of felling or bunching trees toward the center of the infested areas; Prefer equipment to be 4x4, rubber tired with high ground clearance; Recommend machine to have enclosed canopy for protection from flying debris, protruding objects, and stinging insects; Machine must have transportation available to move moderate distances to work sites. Transport to the area or between sites will not be paid separately. AWARD METHOD: Quotes will be evaluated, in addition to price, on (1) past performance, (2) availability of appropriate equipment, and (3) availability at time of need. Any resultant award will be an indefinite delivery, indefinite quantity contract. More than one award may result from this solicitation with a minimum guarantee purchase of $5,000 to each awardee. Total value of task orders issued under all awards will not exceed $500,000. Orders will be placed as needed from award date through December 31, 2007, and work is expected to begin immediately upon award. Due to the nature of this requirement, the amount of work and duration of need is very uncertain. Individual task order awards will be evaluated on price, past performance and availability at time of need. SUBMIT QUOTES: on company letterhead or form no later than close of business August 30, 2007. The required information to be submitted is: (1) Type of equipment offered (Make, Model, year) (2) Type of felling head, (3) Hourly rate, (4) Length of time required between call and arrival at job site, (5) Reference names and phone numbers. Vendors may offer more than one piece of equipment with operator. SPECIAL NOTE: In accordance with FAR 213-1(k), prospective awardee must be registered and active in the CCR database to receive award. Offerors are required to complete Online Representations and Certifications at http://orca.bpn.gov which are identical to FAR 52.212-3 requirements. Either format is acceptable.
