- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with additional information included in this notice and using the simplified acquisition procedures in FAR Part 13.5. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation N40026-07-T-0012 is issued as a request for quotation. The contract type is Firm Fixed Price. This procurement is for Dive Boat Underwater Hull Preservation. The place of performance is the Contractor?s Facility which must be located within fifty (50) nautical of Naval Station Ingleside, Texas. NAVSEA Standard Items are incorporated as the technical standards for this project along with applicable Local Standard Items. The award of any contract resulting from this solicitation must be to the holder of a Master Ship Repair Agreement/Agreement for Boat Repair, MSRA/ABR Certif ication. The work is to be performed on a Navy Dive Boat, Length: 35 feet, Beam: 8 feet, Weight 35,000 lbs, Hull Material: Aluminum. There are no security requirements. Government furnished information is; FY-2008 NAVSEA Standard Items, available on line at; http://www.supship.navy.mil/community.htm. The Contractor shall comply with guidance and regulations referenced in providing the following: Provide dry dock and underwater hull preservation, technical expertise, skilled labor, equipment for Dive Boat with the following statement of work: Remove and Return Dive Boat from the water will be the responsibility of the contractor to include the following: Crane and rigging services, blocking/cradles for dive boat Accomplish the requirements of 009-32 of 6.a. Table One, Line 10, Columns A (Near White metal blast using aluminum oxide or walnut shells) through G for the preservation of the 100 percent Dive Boat underwater hull. (Keel to Upper Boottop limits), Dive Boat will require repositioning of Dive Boat to access hull areas covered by blocking/cradles. Contractor will complete this work during an agreed time frame. The Dive Boat will be available within the availability dates agreed upon. Correction of these conditions or any additional work outside the original scope of work will require additional funding and possible schedule changes. The contractor will furnish all materials for this project. There will be no Government furnished material. The provisions at FAR 52.212-1, Instructions to Offerors, Commercial Items applies to this acquisition. Offerors should pay particular attention to this clause. Offeror must include a complete copy of the provision at 52.212 3, Offeror Repr esentations and Certifications ? Commercial Items, with his/her offer, and also at DFARS 252.212 7000, Offeror Representations and Certifications ? Commercial Items. The clause at FAR 52.212 4, Contract Terms and Conditions ? DFARS 252.204 7004, Required Central Contractor Registration, applies to this solicitation, therefore FAR clause 52.212 3 paragraph (b) (2), relating to TIN number, does not apply to this solicitation. DFARS 252.225 7017, Prohibition on Award to Companies Owned by the People?s Republic of China, applies to this solicitation. FAR 52.219-9 Small Business Subcontracting Plan applies to this solicitation. Standard commercial warranty documentation shall be submitted. The Defense Priorities and Allocations System (DPAS) rating for this contract will be DO A3. The period of performance will be 10 Sep 2007 through 21 Sep 2007. The anticipated contract award date is 04 Sep 2007. Delivery will be FOB Destination, Naval Station Ingleside, Texas 78362.
