Description: " General: The National Park Service, Department of the Interior, is soliciting quotes for utility consultants having the capability to perform the work described below. NAICS code is 541618. This solicitation will be issued electronically, on the Federal Business Opportunities website, at www.fedbizopps.gov. Paper copies of this solicitation will not be made available. Proposal documents will be made available in Microsoft Word, HTML and/or Adobe PDF. " Proposed Issue Date: September 15, 2007 " Title of Project: Utility Rate Study " Description: This project is a set-aside for small business. Grand Canyon National Park, a unit of the National Park Service, provides electric, water, wastewater, trash collection and recycling services, for both residential and business use, to concessioners, service providers, partners, and contractors of Grand Canyon National Park (GRCA). The park is requesting an update of the cost of service and rate studies completed in 2000, 2002, and 2004 and development of a long-term financial plan for the period from 2008-2018. The specific tasks to complete for each utility will be listed in the scope of work in the solicitation. " Type of Procurement: This procurement is limited to firms who meet the SBA standard as a small business ($6.5 million for this NAICS code). The Government anticipates an award of a pre-priced indefinite delivery, indefinite quantity (IDIQ) contract requiring submission of information about an offeror's past performance, previous experience and its price. The Government will consider an offeror's past performance and its previous experience in comparison to price. " Performance Period: Five-years " Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. " All responsible small businesses may submit a timely offer that will be considered.
