Description

This solicitation and subsequent procurement is a total 8(a) set-aside pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656) and is being procured in accordance with FAR Part 36; Construction and Architect-Engineer Contracts. This solicitation #N5279070011 is issued as a request for proposal (RFP). This announcement does not constitute the solicitation. This announcement serves as a Pre-Solicitation Notice. The National Park Service intends to issue a Request for Proposal (RFP) for the following requirement: The work includes, but is not limited to, the following major construction activities: 1. Asphalt paving of roads and parking areas 2. ADA parking and sidewalk upgrades 3. Pavement marking and signage 4. Demolition of bridge culverts 5. Installation of pre-cast concrete bridge 6. Excavation and grading of bank area 7. Installation of wire-mesh revetment gabion baskets 8. Removal and reinstallation of wood split fencing 9. Installation of bollards 10. Relocation of gate house 11. Tree removal 12. Seeding of areas previously paved 13. Installation of minor site furnishings (bollards, speed bumps, wheelstops) 14. Erosion control provisions. In addition to federal, state and local requirements, all work must be performed in strict compliance with National Park Service guidelines for protection of historic resources including the Secretary of the Interior's Standards for historic preservation. This project will be constructed in accordance with the specifications and drawings in this project. Performance period is 90 calendar days. BASIS OF AWARD SHALL BE MADE IN THE BEST INTEREST OF THE GOVERNMENT MAY BE ON THE BASE BID AND BID ADDITIVES FOR WHICH FUNDS ARE AVAILABLE AT THE TIME OF THE AWARD. The NAICS code is 238990. Estimated price range is between $250,000.00 and $500,000. The RFP will be issued electronically on or after August 30, 2007 on the Federal Business Opportunities web site at http://www.fbo.gov and the National Business Center at http://ideasec.nbc.gov. NOTE: All interested parties desiring to conduct business with DOI are required to register at the following websites: The Department of Interior's (DOI) National Business Center (NBC) - http/ideasec.nbc.gov/ and the Central Registration System (CCR) - http//www.ccr.gov and complete the Online Representations and Certifications Application (ORCA) at http://www.bpn.gov. Offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com. The Response Date will be determined upon release of the RFP. Responses to the RFP will not be accepted electronically. Failure to comply will result in immediate rejection of bid. Questions or clarifications concerning any ambiguities in the solicitation shall be immediately addressed in e-mail to calvin_d_fogle@nps.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments/modifications to any and all documents. NO paper copies of the solicitation will be furnished. It is anticipated the following viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). A firm-fixed price contract will be issued. Anticipated date of award will be no later than November 1, 2007.
