Description
NOTE: In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices; one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580 2100 (Madrid) and 011 34 95 507 8620 for Andalucia. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is unrestricted. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12, effective 4 Aug 06. Description of Work: the contractor shall provide all management, tools, equipment and labor necessary to install new carpet (Government furnished) in Bldg 119 at Mor?n Air Base, Spain in accordance with this notice, the DD form 1155 and the Technical Provisions and Specifications. Summary of Items- The work includes the following items: a. Move furniture to the area indicated and place back to their original position once the works have finished. b. Prepare the floor surface for the carpet installation. c. Provide and install cushion and tacking strips in rooms and hallways as shown on the drawings, (net area: 1100 m? in rooms and 205 m? in hallways approximately). d. Install rolled carpet furnished by the Government by stretching in rooms and hallways as shown on the drawings, (net area: 1100 m? in rooms and 205 m? in hallways approximately). e. Install PVC baseboards where the carpet joins with vertical surfaces. f. Install a transition strip in carpet to tiled floor or different carpet type transitions. g. Trim doors affected by the carpet installation. h. Final cleaning. PERFORMANCE PERIOD: The performance period proposed for the execution of this project, 90 calendar days, is for information purpose only. The Contractor shall provide the performance period with the proposal. The Contractor?s Performance period will be considered in the evaluation of acceptable proposals. It is highly recommended that you register to be notified of any new postings for this combined synopsis/solicitation. However, the notification of changes that result from registration is only a service and any failure of the service to notify you of changes cannot be used against the Government. Therefore, you should check FedBizOps, www.fbo.gov , frequently for any new postings that may have been made. In order to be awarded a contract by the U.S. Government, the company must have a Data Universal Numbering System (DUNS) Number. If you do not have one, it is suggested that you contact Dun and Bradstreet and request one by calling: 902-44-66-88. Failure to have a DUNS number at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who has a DUNS number. All contractors are advised that they should be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: you must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. You can obtain a NATO CAGE code by filling out the form found in: http://www.dlis.dla.mil/Forms/Form_AC135.asp However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE code. A Pre-proposal site visit is scheduled for 22 Aug 2007 at 11:00 AM (local, Mor?n AB time) in the Contracting Office,Bldg 106, Moron Air Base, Sevilla, Spain.
