- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to contract with San Diego City College (SDCC) for additional instructor contact hours in support of the Navy's Training Support Center (TSC) San Diego. SDCC is currently under contract to provide a wide variety of training to several Navy learning centers that are supported by TSC San Diego. The additional instructor contact hours will mainly support the Navy's Center for Naval Engineering. The additional instructor contact hours will support instruction that includes several high risk courses, such as Shipboard Aircraft Firefighting and Advanced Shipboard Firefighting. Further, the contractor shall award college credits to Navy students for the courses taught. The additional contract quantities are required due to the unforeseen loss of military instructors due to budget reductions and unplanned military instructor augments to Iraq and Afghanistan. The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office, intends to negotiate on a sole source basis with SDCC for this requirement for additional instructor contact hours. This firm is considered the only source capable of providing services which meet all of the Navy's requirements by 1 October 2007 as they are the current contractor responsible for all contractor-provided training in support of TSC San Diego. SDCC is the only source with qualified and certified instructors for the required courses in place in order to provide the additional quantities by 1 October 2007. Further, SDCC has articulated the courses and is the only source ready to provide the required college credits by 1 October 2007. In addition, it would not be functionally possible to segregate the additionally required quantities from the delivery of the existing services. It is not feasible to have a different contractor sharing the same classrooms, lab facilities, and training equipment that is already being used by SDCC. It would also not be feasible for a different contractor to use training equipment that SDCC is currently responsible to maintain. Further, cross-training of instructors in other courses already supported by the existing contract quantities is required. It would not be feasible to cross-train any other contractor's instructors in courses that are covered by current contract quantities. Interested parties may identify their interest and prove their capability to respond to this requirement for additional services. This notice of intent is NOT a request for competitive proposals. However, all information received within forty-five (45) days after date of this notice will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received.
