- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: Quantity of 1, PHOTOACOUSTIC SOOT SPECTROMETER which must meet the following minimum specifications: Background: The primary application of the purchasing instrument is to measure the absorption coefficient and scattering coefficient of the carbonaceous emissions from the exhaust of aircraft engines or turbine engine combustors in real-time. The soot absorption and scattering shall be measured by the photo-acoustic method. Specifications and minimum requirements for the Photoacoustic Soot Spectrometer: 1. The system shall simultaneously measure the absorption and scattering coefficients for three different wavelengths lasers. It shall be capable of directly measuring soot from the exhaust and shall be capable of measuring the sample which is extracted form the exhaust. 2. The instrument shall be operated using vendor-supplied software on a Windows based PC computer. All data processing functions are to be performed using the PC computer. 3. The instrument shall have a lower detection limit/resolution for 2 min average < 21 ng/m3 BC; < 0.125 Mm-1 (inverse Megameters) and have a wide dynamic range with a maximum concentration of 100,000 Mm-1. 4. It shall have a time resolution of at least 2 seconds and longer averaging shall be user selectable. 5. It shall measure temperature, pressure, humidity and instrument housekeeping variables and be capable of unattended, continuous, operation with auto-zero capability. 6. The instrument shall be capable of operation over the pressure range from 0.5 to 1.3 atmospheres and up to 212 degrees F or higher sample temperature. 7. The repeatability of the measurement shall be less than 5%. 8. The system?s calibration shall be based on a NIST traceable absorption source. 9. The system shall be capable of remote controllable. 10. The system shall be a standard production item, not a ?one -off? or prototype instrument. This requirement is dictated by the fact that the test facility has a limited resident support staff. The instrument shall be fully supported by the manufacturer now and in the future. 11. Installation shall be performed by factory trained service personnel. 12. The system shall be warranted for one year from the date of installation includes parts and labor. The provisions and clauses in the RFQ are those in effect through FAC 05-18. The NAICS Code is 334516. The DPAS rating for this procurement is DO-C9. All responsible sources may submit an offer which shall be considered by the agency. Delivery to: NASA Glenn Research Center, Freight Traffic Officer, MS: 21-6, 21000 Brookpark Rd. Cleveland, OH 44135 is required within 98 days ARO. Delivery shall be FOB Destination, and any shipping costs shall be included in the quoted price of each item; do not quote shipping separately. The Government is not subject to state sales tax.
