Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement to determine the interest, availability, and capability of 8(a), HUBZone, and Service Disabled Veteran Owned small business contractors for up to two I ndefinite Delivery/Indefinite Quantity Architect-Engineer contracts. Task orders negotiated under this contract would vary widely, including many different engineering and surveying assignments at various locations in the Corps' New England District, whic h could include various design and/or construction services requiring registered professional civil, mechanical, electrical, & structural engineers; licensed land surveyors; and registered professional architects. In order that we may assess your capability to perform this contract adequately, please submit a brief synopsis of your firm describing its size, small business status, personnel makeup, experience, expertise, annual revenues, etc. In addition, please ind icate what registered personnel you either have on staff or plan to provide through a consultant, and indicate which of those personnel are currently on staff. Also, please submit documentation of your firms experience and capabilities related to: (a) Th e design of new and renovation of existing structures; (b) Military building design; (c) General site engineering and design; (d) The design of any other/unique structure; (e) Topographic surveying, use of GIS systems, aerial surveys, and any other survey work; (f) Use/knowledge of Corps computer-based cost engineering systems (MCACES) and the development of construction cost estimates; (g) Use of CADD software (Microstation); (h) Use of Corps computer-based specification software and the development of Pla ns & Specifications (Specs-in-Tact). Also, please present a discussion of Project Management methods/philosophies and give examples related to times you may have implemented cost controls. The anticipated contract ceiling amounts will be between $2,000,000.00 and $3,000,000.00 over 3 to 5 ye ars. 8(a), HUBZone, and Service Disabled Veteran Owned small business concerns that are interested, available, and capable of performing this work should submit a written notice to this office. If you have a Standard Form 330, Part II on the ORCA website (https://orca.bpn.gov) please note this in your response and we will consider it in addition to the information you are requested to submit above. Also, you must submit your small business classification as part of your submittal (e.g. 8(a), Service Disa bled Veteran Owned Small Business, etc.) The NAICS code for this work is 541330 with a small business size standard of $4,500,000.00. Please note that this is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this market survey will assist in deciding whether the anticipated contracts may be solicited under various small business programs. Responses are required no later than 3 September 2007. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: David Di lks (Contracts Branch). Firms interested shall provide the above documentation, in one original form and one copy. Responses shall be limited to 20 pages. The twenty page response does not include the Standard Form 330, Part II. The government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
