Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Building and Fire Research Laboratory, Construction Metrology and Automation Group intends to negotiate on a sole source basis under authority of FAR 13.106(b)(1), with Mesa Imaging AG, of Zurich, Switzerland for a Range Camera to be part of the ongoing object tracking research at NIST. The sensor will be used in calibration and characterization experiments, for object detection in regards to obstacle detection, object tracking, and navigation for construction equipment and cranes. Currently, NIST is performing two projects that require this equipment. Additionally, NIST is performing ongoing and active research requiring the enhanced features that this equipment provides. The higher frame rate is required to permit the robot to servo on the position of a moving target. Our need for a daylight sensor is obvious for construction related applications. Sole source determination is based on the following: The solid state, prototype, range camera (Model Swiss Ranger SR3000) offered by Mesa Imaging AG in Zurich Switzerland is the only large Focal Plane Array (FPA) Time-Of- Flight (TOF) system that is able to meet all of our requirements to perform the projects currently in process. These requirements are shown below. Range Camera Requirements: Requirement: FPA Size (176x144). Reason: Need maximum available FPA size to provide as many range data points and image pixels for object recognition research. Requirement: Frame rate (~ 30 Hz). Reason: Need maximum frame-rate for object tracking applications. Requirement: cm-level range resolution. Reason: Need at least cm-level range resolution for target object position and orientation calculation. Requirement: Small instrument size. (volume & weight) Reason: Instrument will be mounted on a pan & tilt on a mobile robot. Small package size is necessary. Requirement: Both range and intensity image outputs. Reason: Needed for object recognition and tracking approach. Requirement: Eyesafe. Reason: Operating in an unrestricted, human-occupied environment. Requirement: Standardized USB interface with Windows/Linux/Mac drivers. Reason: Ease of system integration. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 23, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
