- Notice of Intent to award a sole source firm-fixed price GIS Consultant contract to Matthew Peters of Delaware, Ohio. This requirement is being procured in accordance with FAR 13, Simplified Acquisition Procedures; estimated value is less than $32,000. Mr. Peters has extensive ecological surveying and mapping experience in the state of Ohio. He has provided previous consultant services and has coauthored manuscripts for publications relating to this work. Project includes: Mapping forest site productivity for the state of Ohio based on elevation and soil data used to model an Integrated Moisture Index (IMI) combined with Forest Inventory Analysis (FIA) data to estimate site productivity. Analyze spatial patterns among data sets including Emerald Ash Borer locations, FIA tree data, Global disasters, and IMI, analyze the accuracy of a model for potential Emerald Ash Borer colonization in Ohio. Create data sets, update old data sets and manage files and metadata. Create a series of maps for website addressing the topic of climate change and suitable habitat for 134 tree and 147 bird species and analyze quantitative data based on a modeled climate scenario for each species and complied reports for state and regional levels. Create GIS maps pertaining to Emerald Ash Borer for posters and presentations with data sets used to create the model, a user guide and template that other agencies can follow. Assist in writing publications and presentations. This notice of intent is not a request for competitive proposals. Therefore, no solicitation documents will be issued. Award is anticipated on or about August 27, 2007.
