- Synopsis of SECHQ1-07-R-0173 for IV&V Services Scope. The Contractor shall provide the U.S. Securities and Exchange Commission (SEC) with Independent Validation and Verification (IV&V) Services in support of projects sponsored by the SEC Office of Information Technology (OIT) including the Electronic Data Gathering, Analysis, and Retrieval (EDGAR) system. In addition, the Contractor shall create a delivery tracking system and prepare existing EDGAR deliverables for archiving. All work shall be performed under task orders issued against the award. Background OIT projects support the SEC mission of protecting investors, maintaining fair, orderly, and efficient markets, and facilitating capital formation. This award covers IV&V testing for a subset of such projects and includes IV&V testing for the EDGAR system, one of the largest projects. EDGAR performs automated collection, validation, indexing, acceptance, and forwarding of submissions by companies and others who are required by law to file forms with the SEC. Its primary purpose is to increase the efficiency and fairness of the securities market for the benefit of investors, corporations, and the economy by accelerating the receipt, acceptance, dissemination, and analysis of time-sensitive corporate information filed with the agency. The majority of the other OIT projects that will need IV&V services are financial in nature or are designated as being critical to the mission of the SEC. IV&V activities under this award cover both testing activities and evaluation of project deliverables such as the program/project management plans, quality assurance plans, configuration management plans, requirement traceability matrices, and software design documents.
