Description
The Military Sealift Command requires four (4) U.S. or Foreign Flag Vessels for at-sea research activities in the East China Sea. If the vessels are U.S. Flagged, vessels must be United States Coast Guard (USCG) certified. Contractors may propose one or more vessels. Mobilization and installation of Government Furnished Equipment (GFE) will be at Naha Military Port, a U.S. Army installation in Naha, Japan. Resulting contract(s) will consist of four simultaneous charters during the month of October 2007 in accordance with the following schedules and specifications: Vessels 1 and 3 shall commence mobilization on 4 October, depart port mid-day on 6 October, return to port on the evening of 13 October. Vessel 2 shall commence mobilization on 3 October, depart port in the evening on 5 October, and return to port on the morning of 14 October. Vessel 4 shall commence mobilization on 2 October, depart port on the morning of 5 October, return to port on the morning of 14 October. All four vessels shall completely demobilize by 15 October. Vessels 1, 2, and 3 must have minimum contiguous aft deck space measuring 35ft L x 23ft W, and have a minimum transit speed of 10 knots. Vessel 4 must have minimum contiguous aft deck space measuring 70ft L x 30ft W and a minimum transit speed of 12 knots. All four vessels must have a stern opening measuring 3m, either without railing or with railing removed. Vessels must have the following hotel capacities: Vessel 1: 11 charter personnel Vessel 2: 9 charter personnel Vessel 3: 10 charter personnel Vessel 4: 25 charter personnel The expected operating area for all vessels will be in the East China Sea approximately 180 nautical miles (nm) northwest of Okinawa, Japan. At the conclusion of the at-sea activities, all vessels will return to Naha for demobilization and removal of GFE. MSC intends to issue the RFP by close of business 16 August 2007. Offerors may then download a copy of the RFP by going to http://www.msc.navy.mil, under "Contracts," then "Active Request for Proposal (RFP/RFQ) Search." Proposals will be due 23 August 2007.
