Description
The following information is provided in response to questions/comments posed: 1. Elmhurst Research, the incumbent, is eligible to bid on the solicitation. The previous contract for this requirement was W15QKN-05-D-0027. 2. All work will be performed at Benet Laboratories a tenant located at Watervliet Arsenal. However, some travel may be required to monitor prototype testing at various proving grounds. 3. If DD 254???s (Contract Security Classification Specification) are required, this information will be provided at a later date. 4. Labor categories as listed with in Section B of the subject RFP are not subject to the Service Contract Act; 41.U.S.C 351-357. Additionally, reference is made to FAR 22.101-2 and/or 22.402 5. Each labor category pay grade is equivalent to the GS or WG pay grade for the same/similar position. 6. Typically contractor personnel assigned to a task fulltime could work 1880 hours, however most anticipated tasks will be for 100-250 hours. Contractor personnel are not allowed on government facilities during government holidays when the facility is closed. 7. The following CAD system is used: ProEngineer Wildfire Version 2.0 migrating to 3.0 Intralink version 3.4 migrating to 9.0 AutoCad Version 2008 Autodesk Investor version 2008 Raster Design version 2008 8. Travel to proving grounds is dependent on the program and stage of prototype hardware. It is estimated that two to three contractors will travel at various times in support of prototype testing. 9. The specific FEA software being used is ABACUS version 6.6 migrating to 6.7. 10. The government will furnish on-site workstations and computer equipment. 11. Specific descriptions for skill sets, education and experience are included in Section B of the RFP under Labor Category Definitions. 12. Commencement of this contract shall occur after receipt and evaluation of responsive offers. 13. Business practices involving possible potential subcontractors and employees is outside the realm of the government and is solely between those business entities. The successful offeror will not be required to absorb any current contractors.
