Description
The U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC) is planning an acquisition for the procurement of utility metering data management system(s) pursuant the Energy Policy Act of 2005 which requires Federal facilities to be me tered for purposes of managing energy consumption including water. The plan is to install advanced meters at approximately 6,500 facilities at more than 480 Army installations, Army Reserves and Army National Guard facility locations worldwide. These adv anced meters will electronically transmit their data to central data management system(s) for consumption analysis and reporting. Regional and installation-centric meter data management systems are currently envisioned. Best value criteria will include s ystem compatibility/adaptability to a wide range of advanced meter brands/models and capable of receiving data via various transmission media, e.g., internet/intranet, wireless, telephone and power line carrier. The system procured under this acquisition must be able to track, record and report energy consumption with respect to time down to as small as 15minute intervals up to a 24 month duration. The system must be capable of zooming-in on a single meter, zoomingout to the sum of all facilities metere d on an installation, and any user selected aggregation of metered facilities in between those extremes. The system must be capable of relating meter readings with respect to meteorological conditions at the time of the readings, relate facility data (squa re footage, type of use, etc.,) with meter readings and produce analytical reports of the relationships, comparisons and trends. The system shall automate periodic utility cost billings to reimbursable tenants at Army installations and serve as the primar y tool for managing time use demand so as optimize applicable utility rate for each installation. Other technical performance requirements will be incorporated into the contact to safeguard the Armys NIPERNET from internet hackers and viruses that could come in via the system /software procured under this acquisition.It is the Government's objective to provide maximum practicable opportunities under this anticipated acquisition to small business concerns. As a result, if you are capable/qualified to perfo rm the requirements identified within this announcement, you are invited to request a capability statement form from the Contract Specialist via email at Jeffrey.W.Hardin@hnd01.usace.army.mil. Upon receipt of a request, the Specialist will forward the capa bility statement form to the firm in order to complete and return to the Government's attention. All completed capability statements received will be analyzed in order to facilitate the Government's market research efforts. The Government will analyze all responses and determine if the pool of qualified interested firms is significant enough for a restricted competition under the authority of any small business procurement program identified in FAR 19. If after review of all responses, the Government dete rmines that there is not enough qualified firms to perform this requirement, the Government may solicit the acquisition as an unrestricted requirement to be procured under full and open competition procedures. This notice is issued solely for information and planning purposes only and does not constitute a solicitation. Responses to this notice will be used for informational purposes in order to determine capability of sources and serve as a supplementary market research tool. Responses will not be retur ned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank submittals or provide any reply to interested firms. Responders are solely responsible for all expe nses associated with responding to this request for information. All capability statements must be received no later than 1600 central time 22 Aug 2007.
