Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA), intends to negotiate and award a purchase order on a non-competitive sole source basis to Keith J. Hewitt, 7546 Westlake Terrace, Bethesda, MD. 20817, to provide conference coordination and writing services to the Office of Prevention, Education, and Control (OPEC), Division for the Application of Research Discoveries (DARD), Program Operations Team. This requirement is a continuation of those services. Through competitive procedures Mr. Hewitt, was awarded, a purchase order to provide services for NHLBI, Division for the Application of Research Discoveries (DARD); Program Operations Team. The purpose of the requirement is to complete the services and projects identified the below. Maximum of 840 hours to be completed by February 29, 2008. The Contractor is required to performed the following services: 1. Coordination and completion of all activities related to the May 8 - 9, 2006 Surgeon General?s Workshop on Dean Vein Thrombosis including the developing of a Workshop Proceedings and a Surgeon General?s Call to Action on Deep Vein Thrombosis. 2. Coordination of activities related to the procurement of contracts to provide services for the development and implementation of the CKN and the comprehensive integrated CVD guidelines initiative. 3. Coordination of the logistics related to convening meetings of the Clinical Guidelines Leadership Group and three (3) General program operations of the Division. 4. Deliverables/Delivery Schedule: Provide timely support(which may be given verbally or in writing) to the Senior Manager for Program Operations, DARD on issues/concerns related to program operations, which may include but not limited to the integration of the CVD program activities of the Division. 5. The Contractor MUST maintain security and confidentiality of security and confidentiality of ALL Government information. The sole source determination is based upon the knowledge, skills and expertise of Mr. Keith L. Hewitt, who is currently working with NHLBI, conducting the services for The Division for the Application of Research Discoveries (DARD), Program Operations Team to continue to provide the support as outline in the above paragraphs. Therefore, an award to any other source would affect the Institute?s anticipated outcome based upon Mr. Keith L. Hewitt, experience, and would not provide cost savings to the Government. The North American Industry Classification System (NAICS) Code is 541990 and the Size Standard is $6.0M. This is a small business set-aside requirement. This acquisition is being conducted under simplified acquisition procedures, and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB(HL)-2007-218-DDC may be submitted to the National Heart, Lung and Blood Institute, Consolidated Operations Acquisition Center, Procurement Branch, 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention Deborah Coulter. Fax quotations will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
