- The Division of HIV/AIDS Prevention (DHAP), National Center for HIV/AIDS, Viral Hepatitis, STD & TB Prevention (NCHHSTP) provides national leadership for HIV prevention research and surveillance to reduce HIV transmission and HIV disease progression in the United States and internationally. The DHAP Office of the Director (OD) will oversee more than $600 million in fiscal year 2007; funds are provided to health departments, hospitals, universities, international organizations, and other organizations to conduct HIV studies and activities. As part of this work, DHAP scientists and program managers prepare hundreds of documents on the subject of HIV prevention, including protocols, technical guidance, and manuscripts for publication in scientific journals and abstracts and lectures for presentations at professional meetings. The Division Office of the Associate Director for Science (ADS) provides consultation and advice to these scientific professionals and program managers to ensure high quality DHAP publications and products. There is a need to evaluate the standards and methods currently used to examine DHAP scientific documents and a need to support and improve the review process of these documents. PURPOSE The purpose of this purchase order is to obtain expert technical assistance for the review of DHAP ADS procedures for reviewing scientific documents. The overall goal is to provide technical assistance to Division of HIV/AIDS researchers to improve the quality of scientific documents submitted to the ADS for review. III. SCOPE OF WORK The contractor shall complete an assessment of current processes and standards for the review of scientific documents submitted by the Division of HIV/AIDS staff and provide recommendations for streamlining and improving the review process. . IV. TECHNICAL REQUIREMENTS Task 1.0-DOCUMENT REVIEW: Upon the effective date of the order, the contractor shall review scientific protocols, technical documents, manuscripts, and other documents (e.g. documents relating to testing issues, preventive therapy, outcome monitoring etc.) submitted by DHAP professionals to the office of the ADS. Task 2.0-ASSESSMENT/RECOMMENDATIONS: The contractor shall assess the scientific review process and make recommendations for improvements related to the use of systems designed to streamline the review process for scientific documents. Task 3.0-STANDARDS/PROTOCOL DEVELOPMENT: Contractor shall develop standards and protocols to increase the internal capacity to process scientific documents through the office of the ADS. Estimated Level of Effort: The estimated level of effort to complete this requirement is approximately 720 hours. However, this award is a Firm Fixed Price award, and the vendor?s proposal shall reflect an independent assessment of effort and resources required for the stated work. V. PERIOD OF PERFORMANCE The period of performance is September 26, 2007 through September 25, 2008. VI. DELIVERABLES 1.0?QUARTERLY REPORTS: The contractor shall submit four quarterly reports to the Project Officer on the status of the project during a 12 month period with the final report covering the entire period of the contract. The first report shall be due three months from the date of order award, and each subsequent report shall be due at exact 3 month intervals thereafter. 2.0--PROCESS IMPROVEMENT PLAN: The contractor shall provide a complete analysis of the current scientific document review process and submit a plan for review process improvement. This complete analysis shall be delivered no later than 12 months after award. VII. GOVERNMENT FURNISHED MATERIALS CDC shall provide all materials relevant to current DHAP/ADS processes/standards for the review of scientific documents. VIII. PLACE OF PERFORMANCE The work under this order shall be performed at the contractor?s facility. IX. REQUIRED EXPERIENCE AND QUALIFICATIONS A. Experience at both the national and international senior scientific level, with broad public health experience. B. Specialized training and expertise in issues related to science and prevention programs for HIV/AIDS. C. Experience both nationally and internationally in epidemiologic research, particularly in the area of HIV/AIDS. D. Experience reviewing comprehensive manuscripts and reports involving science/research; especially areas pertaining to HIV prevention programs. E. Demonstrated activity in the infectious diseases publication arena. X. INSTRUCTIONS TO BIDDERS A.
