Description
NASA/GRC has a requirement for - Satellite Modem DMD20 (quantity required 2 each) - L-Band RX Option (quantity required 2 each) - L-Band TX option (quantity required 2 each) - 20Mpbs option (quantity required 2 each) - 8PSK option (quantity required 2 each) - 16QAM (quantity required 2 each) - Turbo Codec 20M option (quantity required 2 each) - Ethernet bridge option (quantity required 2 each) - 20 MBPS Option (quantity required 1 each) - 8PSK option (quantity required 1 each) - 16QAM Option (quantity required 1 each) NASA/GRC intends to purchase the item from Radyne Corporation. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: NASA Ames purchased several Radyne DMD-20 satellite modems and delivered one modem to NASA GRC to support various satellites based inter-center demonstrations. NASA GRC and ARC have supported multiple disaster preparedness exercises and various field exercises in support of research projects. Other NASA Centers are developing ground stations which could be used to link NASA Centers together in the event of an emergency. Satellite Modems are typically not compatible with each other due to the large number of features, options and settings between models. New modulation formats are available such as O-QPSK, 8-PSK, and 16-QAM which increase the information data rate for a given bandwidth. NASA also needed to confirm compatibility between the different types of overhead channels, scrambers, and interleavers, used. The DMD-20 satellite modems have become the standard for use between NASA centers. They are a current generation product and include the latest technologies. Purchasing DMD-20 satellite modems is necessary to maintain compatibility with and ensure interoperability between the DMD-20 modems used by other NASA centers. Therefore it would be the best interest of the government to purchase directly from Radyne Corporation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on August 15, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
