NAICS Code: 541990 Under authority granted in FAR 13.501, the US Environmental Protection Agency intends to seek a quotation on a SOLE SOURCE BASIS from Dr. Kalin to complete work on the following three tasks: The first task deals with evaluating a new methodology for estimating predictive uncertainty of two water quality models. This task involves evaluation of the Generalized Likelihood Uncertainty Estimation (GLUE) methodology and testing a new, Bayesian-update methodology to a suite of three models. The first is an analytical sediment-water column nitrogen flux model to be applied to nitrogen data collected from sediment cores at sites in the Chesapeake Bay. The second is the distributed Kinematic Erosion Model (KINEROS) applied to runoff and sediment yield from the experimental Treynor watershed, Iowa. The contractor will adapt the two models to conduct MC simulations and then examine a Bayesian-update method (originated by EPA) and compare the results with the GLUE methodology. The second task aims at developing a process-based model for nutrients (nitrogen and phosphor) retention/removal and recycling in wetlands. The contractor will code, and if necessary, modify, a conceptual mathematical model for nitrogen and phosphorus retention, transformation, removal, and recycling in wetlands. The module will be tested by application to real nitrogen-phosphor wetland data. The code will be a generic standalone module to be integrated in Task 3 to a selected distributed watershed model. The third task involves integrating the nutrient wetland model into a distributed watershed model to simulate the function of wetlands in the retention/removal and recycling of nutrients delivered from diffuse sources in watersheds. Dr. Kalin is the only known source with knowledge of the model code development and the inner details of the watershed model. It is not considered practical or possible for sources that were not involved in the initial code and model development effort and lack knowledge of the coding to perform this effort within a reasonable time frame and budget. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by August 23, 2007 in order to be considered by the EPA. A determination by the Government not to compete this proposed purchase order based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should submit a written response to Matthew J.
