- Description
- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston, SC, hereafter referred to as SSCC intends to issue a Request for Proposal (RFP) for Programmatic Engineering, Measurement and Analysis. Tasking includes but is not limited to providing support as a parallel effort to the Enterprise Production and Integration Contract (EPIC) and the C41 Production Contract. The primary scope of this contract is to provide independent assessments and analysis for the CAEI department. This scope will include but is not limited to programmatic engineering, independent technical studies and document reviews, programmatic problem solving, data systems engineering, information technology support and data management, programmatic analysis, project monitoring and tracking, measurement and analysis support, quality assurance, risk management, earned value management and continuous improvement in ISO 9000, CMMI and Lean Six Sigma (See attached draft Statement of Work (SOW)below. The primary places of performance include Charleston, SC. Other locations may include Norfolk Va., Washington DC, San Diego, CA, and shipbuilding locations in the Gulf Coast. The acquisition strategy is unrestricted. The Government intends to make a single award of an Indefinite Delivery/Indefinite Quantity Cost Plus Fixed Fee type service contract with delivery/task orders. The period of performance will be a base year with four (4) one-year option periods and three (3) one-year award terms. The applicable NAICS code is 541330 with a size standard of $25 million. The FSC Code is J058. It is anticipated that the solicitation will be available October 2007 on the SPAWAR E-Commerce Website: https://e-commerce.spawar.navy.mil. The total estimated value is $48.5 Million. NOTE TO INDUSTRY FOR INFORMATION ONLY: Due to the nature of the activities being performed on this effort, the contract resulting will have an Organizational Conflict of Interest clause that will prohibit involvement of the successful offeror to provide support as a prime or subcontractor on the following upcoming contract efforts: Enterprise Platform Integration (EPIC) effort (N00039-07-R-0002), the Mission Module/Corporate Production follow-on effort, the Platform (Sub) Integration effort, and the C4ISR Tactical Vehicle Engineering & Integration effort.
