- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to solicit, on an unrestricted, full and open competitive basis, for the procurement of professional services in the areas of Program Management, Engineering, Logistics and Financial Management for the Commander, Naval Reserve Forces Command (CNRFC). The resultant contract shall be a cost plus fixed fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), type contract. While the resultant contract will be owned by CNRFC, the contract will be available to the Navy (both active and reserve) and the Marine Corps for ordering purposes. Tasking will include providing support in conducting studies, analysis, planning and other related tasks for Navy/Marine Corps infrastructure and installation topical areas as directed. Tasking will be in the following areas, including, but not limited to, Business Management; Strategic Sourcing Management; Financial Management; Manpower/Personnel Management; Information Technology Management; Operations Support (supply and logistics); BRAC Implementation and analysis; Facilities support; Maintenance Requirement Assessment; and Training, both in-classroom and Computer Based. Support is expected to take place at the Contractor?s facilities, CNRFC Headquarters, or at various Navy/Marine Corps activities dependent upon tasking. Consequently, travel will be required in support of this requirement. A contract consisting of a base period of twelve (12) months with four, one-year options is anticipated. The total estimated level of effort, inclusive of all option years, is estimated at 730,000 hours. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541611 and $6.5 million, respectively. The size standard is based on the industry classification of the services being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under the NAICS code identified under this instant acquisition. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. Offerors shall be required to submit both cost and technical proposals. All responsible sources may submit a proposal which shall be considered by FISC Norfolk, Philadelphia Office. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Further, offers are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal. The solicitation is expected to be released within 30 days of this posting. The closing date for receipt of proposals will be established in the solicitation.
