- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for auction services for various types of Government-owned vehicles and equipment, Pearl Harbor, Oahu, Hawaii by means of an indefinite quantity (IDIQ) contract. The work includes, but is not limited to the following: The Contractor shall advertise, manage, operate, and provide all equipment, facilities and transport required to perform base support vehicles and equipment (BSVE) ? vehicles and equipment auction services. Auction and storage facilities shall be provided by the Contractor, off of Government property, on the island of Oahu, Hawaii. Facility location subject to Contracting Officers acceptance. Services include: the transport of vehicles and equipment between the Government?s facility and the Contractor?s site and back if not sold at auction (as ordered by the Government); preparation, storage, and auction of the Government-Owned Property; auction advertisement; and the management and handling of the required paper work which includes the reception of funds to complete the sale and transfer of ownership from the Government to successful bidders. The number of vehicles auctioned between the period of July 2006 to July 2007 was between 30 and 100 vehicles (at each of three auctions), however the Contractor should expect quantities of vehicles that may not fall in this range. The Contractor shall be responsible for all equipment, facilities, management, and personnel to provide all such services. The NAICS Code for this procurement is 425120 and the annual size standard is 100 employees. The contract term will be a base period of one year plus four option years. If you are interested in submitting a proposal and are capable of performing the work, please respond with a statement indicating your capability of performing the subject services and indicate your size status (i.e., large business, small business, 8(a), HUBZone, or service disabled veteran owned small business (SDVOSB) no later than August 15, 2007. Do not submit a proposal, lengthy narrative, brochures or any additional information at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. This is a sources sought announcement and is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical and price proposals.
