Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Radical Corportation , 426 W Duarte Rd, Monrovia, CA, as the only source that can provide a diagnostic radiology and general radiation survey meters. The Government would incur a substantial duplication of cost, to consider other than the Radical Corporation Survey Meters, that is not expected to be recovered through competition. Specifically, the Survey Meters shall conform to the following Salient Characteristics: The unit shall be calibrated separately from the ion chambers, such that ion chambers are interchangeable with existing RADCAL 9090 meters, and existing ion chambers, and remaining accurate. Analyzers: The Navy has a requirement for nine radiation survey systems as follows: The system shall include meters, ion chambers, and accessories necessary for radiographic testing, including test stands, half value layer filters and holders, phantoms, and software to analyze the results. And carrying cases for the meters, test stands, and phantoms. The device shall be small, light, capable of being packed into a small, compact container for transporting to locations. The unit shall be capable of use to perform mammographic surveys, servicing of the equipment, quality assurance, acceptance testing. The unit shall include ion chambers for mammography, radiography/fluoroscopy and dental, computed tomography, low dose measurements, broad range measurements in the diagnostics range. The unit shall include half value layer measures stands, and components necessary to determine the half value layer. The unit shall include BRH test stand The unit shall include any accessories necessary to use existing 9090 ion chambers. Software: The Navy has a requirement for 8 software packages to do the analysis of the information obtained from the analyzers. The software shall be compatible with Microsoft Excel, and provide for the capture of waveforms with templates (compatible with both meters.) The Navy has a requirement for 2 smaller radiation survey meters capable of performing surveys on dental, radiology and radiographic fluoroscopic systems, but without the features needed for angiographic, catheterization, and similar specialty services. Phantoms: The Navy has a requirement for one set of phantoms for use with the above equipment to include: CT Body Phantom with case CT Head Phantom with case Certification: The mammography chambers must be calibrated and certified, for use in compliance with the Mammography Quality Standards Act. Regulatory Requirements: The Survey meters and all of it?s components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. Each Unit (System) to include all of the following items: (1) P/N: 9095E Description: Control unit with display and expanded lid to hold accessories (2) P/N: 10X-6 Description: Radiography and fluoroscopy and dental Ion chamber (3) P/N: 10X9-6M Description: Dedicated mammorgaphy Ion chamber (4) P/N: 10X9-3CT Description: CT Ion chamber for measurements in phantom (5) P/N: 10X9-180 Description: Low dose rate application Ion chamber 100CM2, Leakage (6) P/N: 40-160 KV Description: Diagnostice wide range KV/Time sensor (7) P/N: 40X9-MO Description: Mammo KV/Time sensor 22-40K (8) P/N: 8401 Description: Lab stand assembley set (9) P/N: 8410 Description: Clamp to hold Ion chambers to the lab (10) P/N: 8215 Description: Half value layer (HVL) filter holder (11) P/N: 8220 Description: Aluminum half value layer filter set (12) P/N: 8232 Description: Chamber/sensor support for use with lab stand (13) P/N: 10T5 Description: 10T5 Test stand assembly set (BRHD Stand) (14) P/N: 8151 Description: 10T5 Test stand adapter (15) P/N: MQSA-CAL Description: MQSA Proficiency test for the (6M) chamber and the DDX10-M (16) P/N: XLPRO-USB Description: Excel software for automatic data/waveform capture with templates 9095 This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements, to include proof of distributorship of brand name only item, received within 5 business days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Jan Harding at Jan.Harding@med.navy.mil. Statements are due by 4PM EST 20 August 2007.
