Description
The US Army Space and Missile Defense Command/US Army Forces Strategic Command (USASMDC/ARSTRAT) requires contractor support in developing and evaluating cross-jurisdictional (between/among Federal Agencies and between/among Federal, State and Local government entities) information-sharing concepts for application to the Department of Homeland Securitys (DHS) mission of preventing and deterring terrorist attacks and protecting against and responding to other threats and hazards to the Nation. The ef fort includes developing and evaluating technologies, policies, and processes that provide improved methods to quickly share information and respond to terrorist threat detection and identification situations. Under the authority of 10 U.S. Code 2304 ( c) (1), as implemented by Federal Acquisition Regulation 6.302-1, the Government intends to award this effort to the Homeland Protection Institute, Ltd. (HPI) because HPI has unique direct involvement in the Interagency Center for Applied Homeland Security Te chnology (ICAHST) committee, coupled with a synergistic knowledge of DHS requirements and knowledge of DoD capabilities and technologies, which is critical to establishing and maintaining the engineering, research, and development capabilities essential t o meeting time-critical DHS requirements to develop and evaluate cross-jurisdictional informationsharing concepts. No other non-government entity participates in the ICAHST committee, which has the mission of exploiting new technology to advance counter- terrorism and supporting activities for DHS and the entire government homeland community, including multi-state and military interfaces and applications. This notice of intent is not a request for proposal from any source other than HPI; however, all proposals received will be considered by the Government.
