- This is a modification to a previous pre-solicitation notice for solicitation W91QF0-07-T-0057 to re-announce the solicitation. Due to unforeseen circumstances the solicitation was not issued. The Strategic Studies Institute (SSI), United States Arm y War College (USAWC) Academic Engagement Program, seeks collaborative, mutually beneficial, conceptual research partnerships with distinguished academic and other institutions for addressing key national security issues through Colloquium. Partnership wi th the US Army War College will assist these institutions in becoming or continuing as centers of excellence for the study of national security. Although there are many informal methods for encouraging collaboration, this RFQ solicits specific partnership through the conduct of scholarly conferences designed to produce conceptual research and publishable unclassified works absent copyright restrictions. The normal end products of the academic colloquiums envisioned by the RFQ are scholarly presentations, research papers, monographs or books published by the Strategic Studies Institute (SSI). The research products assess and make recommendations on strategic issues and national security policies important to the Army and are used in the professional develo pment of the USAWC faculty and students. Additionally, SSI distributes its publications to key leaders in the Army and Department of Defense, the boarder military educational system, Congress, the media, and other domestic and international think tanks an d defense institutes, and major colleges and universities. The period of performance is slated to begin 10 October 2007, and the contractor(s) would include a base year period of performance and option year(s) (up to four) if included in the awardees prop osal. Offerors must be currently registered and active in the Central Contractor Registry (CCR) to be eligible for award. Further information on registering with CCR may be obtained at website http://www.ccr.gove. The Government reserves the right to se lect for award, all, some or none of the quotes received and make multiple awards. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation S upplement (DFAR) are encouraged to submit proposals. The NAICS code for acquisition is 611710. The size standard is $6.5m. You may obtain a copy of the solicitation by email request to stacy.m.ling@us.army.mil. Please do not register to be notified. A ctual proposal due date will be on solicitation. No phone call requests will be taken. It is estimated that the solicitation will be released on or about 17 August 2007.
