- A10 Control Display Unit Industry Day 28 & 29 August 2007, 0900-1500 Club Hill Hill AFB Utah Day 1: Contemplated Project Parameters etc briefing by Hill AFB Program and Acquisition Center of Excellence Day 2: 30 Minute one on one with each interested vendor. A10 Control Display Unit (CDU), The Air Force is contemplating a project to re-engineer the A-10 CDU using Form, Fit and Function (F3I) to replace the existing CDU with a more reliable, longer life CDU that has a Mean Time Between Failure (MTBF) of at least 5,000 hours. The Air Force plans for the re-engineered CDU include production articles. This production may range between 14 to 420 units, to be determined by the reliability of the existing CDU. The engineering services include; prototype development and fabrication, bench, system integration, flight testing, technical data suitable for reprocurement and technical order maintenance The F3I procedure encourages the procurement of items using performance based acquisition specifications versus build -to- print requirements. This procurement/services will be based on ?Best Value? to the government, not necessarily requirements. The CDU will incorporate state of the art technology and will be compatible with existing hardware and software interfaces in order to maintain form, fit, function, and interface equivalence. The government does not own the current drawings nor the interface requirements of the current operating system. Because this is a F3I proposed project using Material Support Division Funding alteration of the current Operational Flight Program cannot be accomplished. The current operating system is the intellectual property of Harris Corporation and any interested party would need to utilize the intellectual property of Harris Corporation in order to accomplish the needs of this RFI. Similiarly the Air Force does not own the data of the current test equipment. The interfaces that are utilized in the current test equipment are the property of Harris Corporation. It is vital that the new CDU utilize the same test station as there may be only a limited number of CDU?s ever procured. Use of the governments test set is severly restricted and availability would be on a non-interfereing basis. The information in this request is provided to assist the Air Force in conducting a market survey of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is neither a request for proposal nor an invitation for bid. We are seeking contractors interested in designing and manufacturing a high reliability CDU using modern technology rather than traditional build to print requirements. The new CDU will replace the current CDU (NSN 5895-01-453-5868FJ, P/N: 3003337-106). This request for information does not constitute a commitment, implied or otherwise, that procurement will be accomplished. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited. Please limit the attendees from each interested party to two individuals. Conference fees will be 20.00 per person and will be collected on the first day.
