- This is a combined synopsis/solicitation for a proposed commercial item contract prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is R-OPC-23187 and is issued as a Request for Quotation (RFQ). This solicitation is a 100% service-disabled veteran owned small business set-aside. The NAICS Code is 561622 (Locksmiths) and the small business size standard is $6,500,000. Quotations from vendors that are not service-disabled veteran owned small businesses under NAICS Code 561622 will not be evaluated. This is a proposed Not-to-Exceed (NTE) contract for a period of performance from September 10, 2007 through September 9, 2008, plus four pre-priced option years. The contract line items are on an attachment entitled Lock and Key Contract Inventory Price List (Please email the Contracting Officers listed below to have the SOW and contract line items attachments emailed to you). Technical Capability Narrative and Past Performance Data: Vendors must submit a written technical capability narrative that concisely describes their ability to completely satisfy all elements of the statement of work. Vendors must complete the unit price and total monthly price for each of the 14 different categories listed in the Lock and Key Inventory Price List attachment. Additionally, vendors must provide evidence of past performance experience for similar or exact work as described in the statement of work including points of contacts and telephone numbers for these clients (Federal government clients are preferred for past performance references). All-or-Nothing Pricing Quotations: You must provide unit prices for all line items. Quotes that do not include prices for all line items will not be evaluated. Statement of Work/ Specific requirements: See attached ?SECTION C - DESCRIPTION/SPECIFICATION/WORK STATEMENT? (seven pages) and Lock and Key Inventory Price List (five pages) Note: Pictures of locks and keys used at HUD are available for viewing online at http://www.fedbizopps.gov under this Solicitation number. FAR Subpart 12.602, streamlined evaluation of quotes: The Government anticipates the award of a commercial item contract resulting from this solicitation to the responsible contractor whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate all quotes: (i) past performance; (ii) technical capability of the quote offered to meet the Government requirement; (iii) price; and, (iv) contractor?s current status as a service-disabled veteran owned small businesses. The above evaluation factors are in descending order of importance. The provisions/clauses at FAR 52.212-1, Instructions to Offerors-Commercial Items (SEP 2006); 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (NOV 2006) apply to this action. The following HUD clauses also apply to this solicitation: 2452.237-70 Key Personnel; 2452.237-75 Access to HUD Facilities; 2452.237-77 Observance of Legal Holidays and Closure of HUD Facilities; 2452.239-71 Information Technology Virus Security; and, 2452.246-70 Inspection and Acceptance; and, 2452.237-73, Conduct of Work and Technical Guidance. Also, the following clause will be included in this Contract: AGREEMENT REGARDING OPTIONS AND INCREMENTAL FUNDING Under this contract, the Department of Housing and Urban Development (HUD) may exercise any option period on a unilateral basis and without providing advanced written notification to the Contractor. Further, HUD may incrementally fund this contract on a unilateral basis as described within FAR subparts 32.703-1 and 32.703-2. As such, FAR clause 52.232-18 entitled ?Availability of Funds? is hereby included within this contract by reference.
