Description
Specifications for Automated Meter Reading System The specifications below describe an Automated Meter Reading System. The system includes meters, data collecting hardware, and software. The Automated Meter Reading System shall be able to transmit meter readings from the meter to a portable data collecting device that will store and communicate meter readings to the host software. The system will be used at the Kickapoo Indian Reservation in Brown County, Kansas to enhance the operational efficiency and measurement capabilities of the Tribe?s water utility. The total number of meters and setters to be furnished is 175 and 100, respectively. The equipment furnished shall be new and of the current production model with all standard equipment as provided by the manufacturer. Used or reconditioned equipment will not be accepted. 1. Meters Meters Meters shall be ?? Cold water positive displacement, magnetically driven -nutating disk type. Meters shall be the ground/pit mounted type that will connect horizontally. Meters shall meet or exceed the most current AWWA C700 and ANSI/NSF 61 standards. Meter transmissions shall comply with FCC requirements. Meters shall operate up to a working pressure of 150psi without leakage or damage. Main cases Main cases shall be made of bronze or a higher copper (minimum of 80% copper) alloy to prevent corrosion and contain no lead. Main cases shall be marked with the following: serial number, size, model, and direction of flow. All bolts and washers used must be non-magnetic, corrosion resistant, and be easily removed from the main cases. Registers Registers shall be of the straight reading type and contain a six (6) wheel odometer. Registers? units shall be in U.S. gallons. Registers shall have interface units that will allow electronic reading of the meters with a portable data collection device. Registers shall be sealed dry and covered with an impact and scratch resistant glass. Registers shall have a tamper-proof seal pin to secure them to the main cases. Registers shall be marked with the following: serial number, size, model, and date of manufacture. Meter Setters Meter setter assemblies shall be made of brass and be of the horizontal type. Meter setter assemblies shall accommodate the meters described above. Meter setter assembly shall be equivalent to Ford VBHH72-7W-66-44. Meter Vaults Meter Vaults shall be manufactured of a high strength polyethylene. Meter Vaults shall be large enough to accommodate the meters and all appurtenances described above. 2. Data Collecting Hardware The data collecting hardware shall consist of a laptop computer and an integrated radio receiver unit packaged together in a weatherproof compact carrying case enclosure that is mountable in any vehicle type. The laptop computer must be able to collect the data broadcasted by the meter?s interface unit and store it on a removable media (ex. USB Flash Drive) to be downloaded to the host computer. The laptop computer shall be powered by a 12 volt DC plug-in power cord that will plug into the vehicle?s cigarette lighter. The laptop computer shall be rugged and built for field use. The laptop computer shall utilize touch screen technology and the display shall be shock/scratch-resistant with an anti-glare plate. The laptop computer keypad shall have a spill-proof membrane. The data collecting hardware system must comply will all FCC specifications. 3. Software The laptop computer operating system must be Windows XP at a minimum. The software shall be intuitive with an easy-to-use meter reading application. The software shall be fully automated, once engaged, to collect meter reading data received by the radio receiver unit. The software shall be able to filter out duplicate readings from the same receiver interface unit to optimize memory storage. The software interface shall allow the user to select a single route to view status. The software shall allow the user to enter in notes, comments, and manual readings from the field. The software shall be capable of using a GIS mapping interface to display meters and also show read/unread accounts. 4. Warranty The meters shall be warranted against defects in material, manufacturing and workmanship for a period of not less than one year. 5.
