Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-07-T-0769. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-18 and DFARS Change Notice 20070802. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 541710 and the Small Business Standard is 1000 employees. This is a Sole Source action with UCI Irvine, Irvin e, CA 92697-0001. The requirement is to complete Phase III of Project (Atomic Force Microscopy) for the National Institute of Standards and Technology. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests responses from qualified sources capable of providing IAW Statement of Work Statement of Work- The project will focus on enhancing the performance of Atomic Force Microscopy (AFM) in making dimensional measurements of calibration standards at a nanoscale level below 10 nm. The project will build upon the results of a previous effort the University of California, Irvine (UCI), which forms the foundation of theory and application of this current project. The current project will form the basis for projects involving advanced AFM metrology and measurements of nanoscale particles building upon this project?s derived results. The desired outcome of this phase of research is to develop software that reduces AFM measurement error. The project will involve the deposition of NIST-traceable nanospheres on a substrate as a measurements standard, development of software that processes AFM data to provide more accurate feature measurement, and characterization of the software?s performance. Nonoparticles of unknown dimensions used for biosensors and other relevant application s will also be characterized to demonstrate the enchanced accuracy and reduced measurement error. A final report will be provided. Tasks to be completed: 1. Determine optimal deposition method for NIST-traceable nanospheres. 2. Develop software that reduces AFM measurement error. 3. Characterize performance of software. Required Deliverables- 1. Quarterly and final report detailing work performed. 2. AFM image processing software- (a) Scientific data supporting verifying measurement error reduction (b) Scientific data supporting deposition method (c) Computer software for AFM measurement error reduction. Period of Performance: Sept 01, 2008 to December 31, 2008 Items shall be shipped FOB Destination. Place of delivery is Corona, CA. Quoters are reminded to include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. However, the Government will consider all prop osals received within ten days after date of publication of this synop sis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
